WALTHAMSTOW: Giant screen not so green

THE carbon footprint of a giant screen planned for Walthamstow will be the equivalent of almost three houses.

Dubbed the Screen on the Green, the 8.4m wide, 4m high, 1.6m deep structure is expected to be on for 16 hours a day, 365 days a year.

And all that electricity is bad news for the environment.

An average household emits six tonnes of carbon dioxide a year, while the screen could emit ten times that.

If it runs at 100 per cent capacity it will use around 147,000 kilowatts of electricity a year, emitting 64 tonnes of carbon dioxide.

If it runs at 25 per cent capacity, as the council plans, it will use 37,000 kilowatts of electricity a year - 16 tonnes of carbon dioxide emissions.

The screen is one of dozens planned for "every nation and region of the country", despite 2012 organiser's green claims.

Environmental campaigner Clare Joy of James Street, Walthamstow, said: "This is meant to be the greenest Olympics. This is just an example of how 2012, the Government and the council are not joining up the dots.

"You can't be doing a climate change consultation on one hand and then do this kind of thing on the other."

Bob Belam, Cabinet member for the environment, said he was concerned about the screen's carbon footprint but he thought it was worth it.

"You have to outweigh one against the other," he said. "I think the benefits will outweigh the carbon footprint and if it's only the same as three households, that's not really a lot.

"The screen will provide important information for people and will be able to get out messages about anti-social behaviour."

A spokeswoman for London 2012, added the Games did take sustainability seriously but including as many people in the Olympics was more important.

She said: "We want people from Waltham Forest to feel part of what's happening, to engage in our Games and we want as many people as possible to be part of that."

The council is considering projects which will help it offset its carbon footprint and will unveil its Carbon Change Strategy in September.

Cllr Belam said it was too early to outline specific plans.

All that electricity will be expensive too. The estimated cost of the screen, the technology that goes with it and the BBC Screen Manager who will edit content on the screen is £150,000 per year.

London 2012 will foot the bill for that.

But council tax payers will have to fork out between £15 and £20,000 per year for electricity, TV licence and insurance.

Caramel Quin, chairwoman of the nearby Cleveland Park Residents Association, whose members are likely to be affected by the noise coming from the screen, urged the council to consult residents over the screen's hours.

"We have got to decide clearly whether we want it to be on all day like TV wallpaper, or only when something people want to watch is on," she said.

"That would really cut the carbon footprint."

This screen will run adverts, trailers for telly programmes and fatuous Council propaganda. It will be a hideous eyesore in one of the few popular parkland areas in central Walthamstow. Let's be realistic about this. This monstrosity is there to make money for the council.

This council does not have a coherent climate change strategy. It keeps converting pavements for car parking, thereby encouraging car ownership and use. It is not a cycle friendly local authority. Walthamstow Village does not have a single bike rack. Its CPZ permit charges are the cheapest in London. This rubbishy screen is perfectly consistent with its Green hypocrisy. No one should be surprised that Bob Belam supports it.

No one is going to watch this screen. There is only one bench in the square which faces it, usually occupied by drunks. Not to mention the rats you see from time to time wandering in and out of the bushes. The volume will also have to be very high for it to be heard above the noise of the market.

Also, if it is for the olympics in 2012, why is it being put up in 2008? Workmen are already digging up the grass and putting the foundations in.

what a bunch of miserable whining smallminded people you are. we have the most prestigious sporting event on the planet happening on our doorstep and all i hear is moan,moan,moan. its no wonder the rest of the world looks upon us and laughs. lighten up for gods sake!

john doesn't seem to have grasped the simple fact that this screen has nothing at all to do with the olympics. It will be showing adverts, TV trailers and council propaganda. It is also a glaring eyesore.

I have to say I totally agree with John. Why people only ever seem to use these comments boxes as an excuse to complain is beyond me. Is this not a 'BBC Big Screen'? Surely if anyone will be making money - like you all seem to be positive that's what this is about - it will be the BBC? And who cares? Come on people. We have just had a major football tournament and I had to watch the final on a small screen in the pub. How fantastic it would have been to have people from all walks of life sitting in the square, enjoying the match together. On all sports coverage they're always saying "Now let's go to Trafalgar Square" or whatever, where there are thousands of people having a great time enjoying a fantastic event. God forbid we actually embrace an opportunity and HAVE FUN! And come on, all this talk of adverts and council propoganda, what on earth do you think is going to be shown?? Buy the latest Toyota and Evening Time with Loakes? Use some sense. Better still, why not pop to any town across the country with one of these big screens and see people enjoying them. I can't wait. Bring it on.

Sarah is right. We live in the cleanest, most advanced borough in Britain, under a wise and progressive council. This glorious giant screen will shower untold benefits on a smiling, happy population. Once again one can only admire the shrewdness of our efficient and caring council in bringing this fabulous new wonder to our marvellous town square. It is beyond human understanding why anyone would wish to criticise our visionary council. Truly the London Borough of Waltham Forest is an earthly paradise.

I agree with John and Sarah but the problem is that the screen will be wrecked within weeks/days possibly by scum in the area so how many times will it be repaired before they give up and take it down? Actually having a movable one would be better.

People complain here because this is still a democracy, despite what our professional politicians may wish. All the alternatives to the free expression of the public's thoughts, (barring the use of violence), all involve some variation or other of us having to lie to ourselves about who we are. Luckily, most people are still honest, and not yet afraid to speak up for themselves.

Maybe this is the Councils answer to replacing the EMD? I can just immagine the gigantic image of Loake's head being transmitted with a futuristic sounding voice 'THIS IS THE VOICE OF WALTHAM FOREST!!! LOAKES IS WATCHING YOU WATCHING YOU! YOUR WHEELIE BIN, YOUR COUNCIL TAX, YOUR PARKING! BE WARNED!

How many nations are there in this country? Or did they mean nationalities?

But I wish these environment people would shut up about this stupid carbon footprint/climate change nonsense for a minute.

Lets just have a bit of fun with something for a change thats actually free.

I wouldnt have thought we'd be paying for it. Im sure its in the enormous budget the 2012 people seem to have.

Dear Paul,
Even if it is coming out of the enormous Olympic budget, what makes you think that we aren't paying for it? There's only one kind of money. Try asking yourself what this thing cost (my personal guess is about £150,000), then draw up a list of what you think it would be good to spend that amount of money on for the public good: how high would a giant screen be on that list? Surely people come into public spaces to DO things, not to continue being passive consumers of what others see fit to feed them.

Sarah compares the giant screen to watching a match in a pub. Perhaps she is not aware that the town square will shortly be designated a no alcohol zone. Anyone who stands watching this screen with a can of lager in their hand will be presented with a £60 fixed penalty notice.

The council has also agreed that the screen can be used for advertising, but the nature of this advertising has not been identified. It is quite possible that adverts for Toyotas and shampoo WILL be booming out across the square.

Why can't it run on solar energy? If so would you all be up in arms about it? I don't see the harm if it was more environmentally friendly. I do think the money could be put to better use though (like saving the EMD!)

Paul - 'nations and regions' is BBC terminology - I used to work there and I wish they'd realise that those who don't work there don't have a clue what it means! They need to explain it more as even I am unsure - London is essentially a 'region' so does that mean we get the only one for London?

The screen is a bigger eyesore than the plans indicated. The cabinet forced the Planning Committee to agree it knowing full well the planning laws would not allow them to stop it. The back of the screen is now the backdrop for the children’s playground – shows what the cabinet think of children! The screen is so high it is silhouetted against the sky and will be unwatchable on a bright day. The punters who bother to stop will have to stand as who would want to sit on the paving in the Town Square? The cabinet have still no idea how they are going to manage the programmes and expect the Planning Committee to agree to it being left on for 16 hours a day. As to its carbon footprint - as there are going to be 60 of these monstrosities around the country they will need there own power station! Oh and of course the cabinet believe this is Walthamstow’s salvation!!

I suggest people go and look at the screen, which is now built. Initially I thought it was a good idea but now I've seen it I agree it is poorly sited and ugly. The idea that vast crowds will assemble in front of it is I think wishful thinking. Unless there are some deterrent measures this is going to be a gigantic pigeon perch, with perhaps messy consequences. I must say I'm a little shocked at the very inadequate public consultation and the indecent haste at which this contraption has been erected.

Is it too late to have it pulled down? This is what comes of having a council messing about with the middle of our town when they actually live and work miles away. I bet they wouldn't want this monstrosity on their front doorstep.
