Plans to build four flats in a two storey building behind Walthamstow Conservative Club have been rejected.
Applicant Bruce Littlechild wanted permission for the structure at the rear car park of the site in Church Lane.
But under delegated powers officers from Waltham Forest Council rejected the proposals as unsuitable.
They said the plans were not in keeping with the surrounding area and that the proposed building offered an "unacceptably low standard of amenity to future occupiers".
Officers said it was too close to both the Chingford to Liverpool Street railway line and the Conservative Club, which would result in likely noise disturbance and loss of light.
Poor plans for parking were also cited as a reason for refusal.
