The ASBO put on Loughton man David Bicker, 63, has been extended despite it failing to be a deterrent to his behaviour
A neighbour from hell who terrorised a street for years with threatening behaviour and loud music has had his ASBO extended.
The lives of people in Clifton Road in Loughton have been made a misery by David Bicker, 63, who has resisted repeated attempts to control his behaviour, including a string of noise control orders.
Council officers witnessed Bicker shouting and swearing at people in their homes and, in April, Bicker was jailed for 18 weeks for harassing his neighbours and breaching the terms of a previous ASBO six times.
He has been jailed three times this year alone and is currently in custody outside Essex, but the police refused to reveal which criminal offence he has been charged with.
Essex Police has also refused to release a picture of Bickers, against usual practice with ASBOs, but has not explained why.
Last week the ASBO was extended at Chelmsford Magistrates’ Court as it was due to expire.
The two-year order covers the whole of the Epping Forest District, from the Chesunt border to Lower Sheering.
In 2009 Bickers was ordered to pay £300 for ignoring a noise control order and playing loud music.
