A failing care home which promised to make drastic changes to improve standards has failed to do so, according to inspectors.

Upshire Residential Home at Woodredon House in Woodredon Farm Lane, Waltham Abbey, was heavily criticised by the Care Quality Commission (CQC), which in May found it was failing to reach every minimum standard and residents’ dignity and safety were not being respected.

The home, which looks after people with learning difficulties, then employed Teresa Torres as operations manager and she vowed to make improvements.

But the CQC has since made an unannounced visit and found there are still serious failings which are putting residents at the home at risk.

An inspector said: “We found that people who used the service were not protected from risks to their health, safety and welfare and their views were not sought and taken into account in considering the quality of the service provided.

“Two relatives of people who lived at the home spoke of the diminishing skills and levels of independence of their family members since living in the home.”

One family told the CQC that their relative lost the ability to speak after being taken to the home.

The home is owned by Southwark Park Nursing Home Ltd, which owns another failing home in Lincolnshire.
