There is uncertainty over the future of a controversial plan to create a shopping arcade in a conservation area.
Bali Singh-Digpaul submitted proposal for a three-storey arcade and flats in High Street, Wanstead, three months ago but later complained he was being ignored by Redbridge Council.
However, the authority has now said Mr Singh-Digpaul has failed to respond to a request for a meeting.
The proposal had been criticised as being out of keeping with the surrounding area.
The Guardian was unable to contact Mr Singh-Digpaul today.
