The first Green Party councillor on Epping Forest District Council said he will push for a 20mph speed limit on residential roads.
Steven Neville won the majority of the votes in Buckhurst Hill East in Thursday's election.
He said: “It’s a landmark achievement and I’m relieved because we focussed on winning and it has finally paid off.
“I will try to put pressure on the council to introduce a 20mph limit on residential roads.
“I will be an alternative voice to the Conservative majority and I will aim to be a good representative for the area and report back to my constituents.”
Cllr Neville has lived in the ward all his life and feels the key to getting elected was getting to know his constituents.
