Driving test pass rates at a centre in Wanstead are the second lowest in the UK.
Research of data from last year by the Daily Telegraph found the centre in Hermon Hill had a 32.8 per cent pass rate, second only to a centre in Bradford.
An historical low pass rate at the centre has been blamed on poverty in east London, where people can afford fewer lessons.
A total of 13,204 people took tests from the centre last year.
