A housing provider has submitted plans to build 21 flats and four houses in a library car park.
East Thames hope to ercect two buildings on land behind Wood Street Library in Walthamstow.
Under the propossal, the homes will be created in three and four storey buildings.
Nine flats in one building will be for people with learning difficulties or mental health issues, including two with wheelchair access on the ground floor.
The site at 750 Forest Road was formerly used by Ascham Homes for temporary buildings.
It is currently used for council staff parking.
Plans will be considered at the planning committee meeting on December 2.
