Adam Osen of Woodberry Way in Chingford is speaking out on littering in Waltham Forest.
He has accused Waltham Forest council of not doing enough to tackle the amount of rubbish seen lying around the streets.
Mr Osen stood as an independant in May's local elections for Chingford Green.
In May 2010, he changed his name by deed poll to None of the Above to distinguish himself from other mainstream candidates.
According to Mr Osen, the council spent £8.7m cleaning the streets which equates to £90 for every household.
He is asking residents to join the People Against Litter (PAL) campaign which involves a single act of picking up one piece of rubbish every week.
