Horses which residents claim have been neglected by their owner will be moved off a muddied field, it has been revealed. 

For the past two winters, residents living near the site in Waltham Way, Chingford, have called on the RSPCA and animal welfare charities to rescue the horses over concerns of a lack of shelter, care, food and water. 

The horses will vacate the site next month after the owner was served a notice to leave by landowner Waltham Forest council. 

PCSO Martin Williams of Endlebury ward confirmed the move. 

He said: "Our team have been in contact with the local authority asset management department who have advised that the man leasing the land has been served with a notice to leave. 

"Steps have been taken to ensure things have been done correctly and nothing has been missed.

"The man is due to leave the land at the end of March." 

The RSPCA has said it had continued to "share concerns" about the horses and was monitoring their welfare on a regular basis.

A spokeswoman said: "Our inspector visited last week with an equine expert from another charity, and together issued welfare advice about ways to improve their conditions. 

"The RSPCA is a charity and cannot legally remove an animal without the permission or the owner, or the support of a vet or a police officer."

In April of last year, a third horse was rescued from the field by the RSPCA on veterinary advice due to health concerns.
