A bar which applied to play music and sell alcohol until the early hours of the morning will face Waltham Forest council’s licensing committee next week.

The owner of new business A and J Restaurant and Wine Bar, Leyton, is hoping to open a ‘classy’ establishment in Lea Bridge Road.

Bolanle Balogun applied to the council to sell alcohol and play music between the hours of 7am and 2am Monday until Wednesday and until 4.30am the rest of the week.

However, following discussion with the police the hours requested were cut back until midnight between Monday and Thursday and 1am over the weekend.

The restaurant, formerly known as Yaad Taste had a history of noise complaints under previous owners.

Last year, as the restaurant was again renamed Island Joint, twelve noise complaints were received from people living nearby.

Environmental Protection Manager Jane Herman has raised concerns about the application.

She said: “I am satisfied that the premises in its current condition is not adequately designed or insulated to effectively contain high volume, low frequency noise associated with regulated entertainment.

“I am therefore in the view that if the council grants this application neighbouring premises will be unduly affected by public nuisance and the public noise.”

The council’s Environmental Health team also registered an objection.

Owner Bolanle Balogun wrote in a submission to the committee he will ensure the venue is safe and fitted with CCTV equipment which continuously records.

A ‘challenge 21’ scheme will also operate.

He said: “It’s paramount to us to co-operate with police and other law enforcement agents so that we can help reduce the negative effects of alcohol in our society.

A decision will be made next Tuesday at 2pm at the town hall.
