Police have issued CCTV footage of a man they are trying to trace after £6,000-worth of damage was caused to parked cars.
A total of 14 vehicles were vandalised in and around Monkswood Avenue in Waltham Abbey on February 14.
The cases involved paintwork being scratched.
PC Martin Carroll said: "These vandals have caused thousands of pounds of mindless damage to vehicles, causing inconvenience and expense for the vehicle owners."
A second man has handed himself in to police.
Anyone with information is asked to contact officers at Loughton CID on Essex Police 101.
