A plan to build homes on top of an existing block of flats is being fiercely contested by residents, who say it would create and “eyesore” and erode privacy.

Developer Atlantic Business Centre has submitted an application to Waltham Forest council for permission to build two rooftop flats with balconies at Trinity Court in Heathcote Grove, Chingford. 

The proposal has been criticised by people living in the existing flats, who have been supported by councillors and MP Iain Duncan Smith.

They argue the added level, which would make the block four-story, would be "out of character" with the street. 

Mr Duncan Smith visited the block on Friday (March 20). 

He said: "I am very concerned about the height of this proposed development. 

"This building is already much higher than the surrounding properties and adding another storey on top would make it a real eyesore. 

"The proposed balconies would overlook several other properties and so there is a real privacy issue here.

“I will be writing to the council to register my objections to these plans and to urge them to reject this proposal."

Howard Green's home in Goldsborough Crescent backs onto Heathcote Grove.

He fears balconies could become common place in the area if the plans are agreed on March 31. 

Mr Green said plans to extend the third floor of nearby Jordan Court to create to new flats in Heathcote Grove, which was approved in July, has set a precedent in the area. 

The 68-year-old said: "The proposed balconies will look into neighbours' homes with many feeling as though they are being watched all the time. 

"Balconies are out of character here. They are intrusive and an erosion of privacy. 

"Jordan Court has set a precedent and if this goes ahead then it could be repeated around the area." 

Parent's Ricky and Caroline Mills, live opposite Trinity Court and have objected, along with several of their neighbours. 

Mr Mills, 38, said: "It already feels a bit intrusive, but now we could feel even more looked at with balconies at a high-rise level. 

"They (Atlantic) have mentioned three off-street parking places which already exist but are never used, as they are nuisance to access. 

"Cars are often double-parked and over-hanging peoples' drives. It is a nightmare for buses and we often witness stand-offs and road rage by drivers. 

"The area should not be compromised as a result of a developer trying to make a quick buck."
