A parking ticket issued after a man moved his car to make way for an ambulance carrying his late father will not be overturned.

John Kean, who died aged 91, was a local celebrity known for entertaining customers at his Walthamstow Market fish stall - and even recorded a song with pop group The Sugababes.

In July, his son Sidney Kean, 64, was helping him resettle back home in Rowden Park Garden, Chingford, after a prolonged stay at Whipps Cross Hospital.

Mr Kean said he was parked in a legitimate space before moving his car to make way for the ambulance carrying his father.

John Kean has died, but his son was still fighting the penalty as "a matter of principle" and accused the council of  having "no heart or consideration for the elderly.".

Yesterday, (April 8) the council claimed that Mr Kean was parked on the pavement with double yellow lines and pointed to independant adjudicators who said there was to be 'no exemption' for Mr Kean.

A Waltham Forest council spokesman said: “In this instance the Penalty Charge Notice (PCN) was issued as the vehicle was parked completely out of the bay, on the pavement, next to double yellow lines and with a loading ban in place at the location.

“Accordingly not only did the council reject the appeal against the PCN, but so did the independent adjudicators, PATAS, on the basis that there is no exemption to the contravention in question.”
