Three lanes were closed on the M25, causing huge tailbacks, but Highways England has confirmed all the lanes have been re-opened.
The ambulance crews arrived and assessed three people at the scene, but Hollie Cowan spokesman for the ambulance service confirmed no-one was taken to hospital.
Hertfordshire Fire and Rescue were initially called after reports of someone being trapped, but when they arrived, they found this was not the case.
