NEIGHBOURS who claim restaurant-users urinate outside their homes are blocking its application for a booze licence.

Café Montenegro in Cann Hall Road, Leytonstone, was banned from selling drink last August due to anti-social behaviour.

But it has now reapplied and hopes to sell drink from 11am to 9.30pm, much to the dismay of people living nearby.

Neighbour Mr D’Arcy, said there are already three businesses selling alcohol within 100m of each other on Cann Hall Road and questioned the need for another.

He said: “Do we need another one particularly when most of the drinkers do not come from the local area?

“I have had people leaving empty bottles on my wall and in my front garden as well as urinating against my fence.

“All the fights and arguments have eased off now outside that establishment and I would hate to see them come back again.”

Mr Bras, the previous owner of the restaurant which was known as Café Cascais, gave up his business after having the licence removed.

The new owner, Mr Nuno Miguel, currently operates without an alcohol licence, but police say this has not deterred troublemakers.

In a letter of objection PC Donna Wilcox, of Chingford Police Station, said her team have received numerous complaints of anti-social behaviour in the area.

She said: “Within the last year, the police licensing have received a number of complaints from a local resident stating patrons from Café Cascais were causing anti-social behaviour by shouting, screaming, urinating in the street and intimidating members of the public.

“Since Mr Miguel has taken over police have received further complaints that the venue has not changed at all and the same clientele are attending the premises causing a nuisance.

“Police have serious concerns that if this licence is granted the Licensing objectives will not be upheld.”

A meeting of the Waltham Forest Council’s Licensing Sub Committee will make a decision on Wednesday, November 2.
