Redbridge and Waltham Forest councils have dished out more on-the-spot fines for fly-tipping than almost any other local authority.

Only Haringey and Westminster councils used new legislation allowing fly-tippers to be given Fixed Penalty Notices (FPNs) in the year of its introduction more than the two east London authorities.

Between May 2016 and 2017, Redbridge Council handed out 284 FPNs for fly-tipping and fines totalling £69,600, the third-most of any authority in the UK.

Waltham Forest Council was not far behind in fourth place, issuing 281 FPNs worth a combined £42,400.

The government handed new powers to councils in May 2016 to allow them to issue fines of between £150 and £400 on-the-spot to people caught dumping waste illegally.

Cllr Cylde Loakes, deputy leader of Waltham Forest Council, said the council has since gone on to issue more than 400 FPNs for fly-tipping in the first six months of the 2017/18 financial year.

Cllr Loakes added: “We take the issue of flytipping very seriously in Waltham Forest.

“This is why it was Waltham Forest that called for this particular power and lobbied to make sure we had a specific (FPN to ensure flytipping enviro criminals paid the price for their lazy and anti-social behaviour.

“With a free bulky waste collection service and three household waste and recycling centres, there is simply no need for such blatant disregard for our streets and neighbourhoods.”
