WALTHAM Forest Council charges some of the highest rates per hour for elderly care in London, according to a report by Age Concern.
The charity says that elderly residents pay £14.16 per hour for care, which is the sixth highest charge out of all of the capital's 32 boroughs.
It is a rise of nearly three per cent from 2005/06, when the fees were £13.80 per hour.
In comparison, neighbouring boroughs such as Redbridge charge £12.90 and Hackney £10.85 per hour.
The charity has also hit out at local authorities across London for changing the criteria for care.
They say 24 out of 32 London councils judge they can provide services only for those with the highest care needs.
The report claims only individuals with "critical and substantial" needs are eligible for care in Waltham Forest, whereas last year people with "moderate" needs were also provided with care.
