WALTHAM FOREST: Parking fines net council millions

PARKING tickets have netted the council more than £4 million over the past four years.

The amount paid by drivers in Waltham Forest has lept from £163,000 in 2003/4 to £1,657,316 three years later.

The amount peaked at £1,968,730 in 2005/6.

Sharp intakes of breath greeted the figures when they were revealed by Somers Road, Walthamstow, resident, Kevin Lord, at the Walthamstow West Community Council, during a debate about road safety.

Another resident Ian Capes was concerned about old and broken signs in Walthamstow High Street causing accidents because drivers were not aware of the road rules.

At the meeting in Chapel End Junior School, Roberts Road, Walthamstow, Council officer, Alan Campbell said a study into the signs had been done a few years ago and recommendations made but nothing was done.

"The council said it was a bitty scheme and needed to be linked in with other regeneration in Walthamstow. It needed to be looked at holistically with the plans for the town centre."

He said he would push for the signs to be improved but that it would put a hole in someone's budget.

Mr Lord suggested the money could easily come from the borough's parking control account, which is earmarked to be spent on the roads.

He said: "If it's made £3.5m plus in the last three years the money is there."

I doubt that any of us would know this if Kevin hadn't dug to get this information. On the night, the assembled councillors were deeply embarrassed to have been found out and said nothing. Where does this fact put Cllr Akram's assertion that there was no money in his budget to pay the Street Wardens the money they had been promised ? Just off to check the definition of "lie" in my dictionary.

Doesn't surprise me in the least.
You only have to see the amount of times a warden on a scooter inspects my road (a very narrow cul de sac) and books any car with even a tire on the kerb - and if they are unlucky enough not to spot the ticket within 20 mins, their car gets towed.
Any junction in Waltham Forest - there will be a WF smart car there with a camera on top filming the most minor of misendevours for financial gain.

Easy money overiding common sense if you ask me.

Glad to hear that the wardens are doing a fab job, they only book illegaly parked vehicles, if you dont want a ticket dont park illegaly. 1 wheel on footway? its illegal? parking for a minute to go shopping is illegal? kep up the good work!

The really disgraceful scam is in North Chingford (Station Road area). You have to display a voucher. They are available in certain shops, but not others. By the time you have found a shop that sells them and bought one, you return to your car to find it ticketed. It used to be called highway robbery and was an offence punishbale by hanging.

Isn't it about time the residents of this Borough woke up to the fact that the Local Council is one of the most corrupt in the Country? The shenanigans at the Town Hall will continue until those responsible are voted out of office!!

Living in North Chingford I use the parking voucher scheme all the time but it seems that the traffic wardens don't always know how the scheme works.
I parked in the car park behind Boots - off Station Road (it is a Waltham Forest owned car park) and according to the back of the voucher they can be used instead of purchasing a ticket from the machine.
However, I came back to my car one day, well within my time limit, to find a warden just about to issue me with a ticket for failing to display a machine bought ticket. I explained to him that parking scheme vouchers can be used in any Waltham Forest owned Car Park. After 10 minutes of arguing my case, and despite showing him the proof! he still tried to issue the parking ticket. I gave him the voucher as I left the car park just so it would remind him of Waltham Forests parking laws.

Granted, if you park illegally then you can maybe expect a ticket, but the fines are totally out of proportion to the offence. Parking down you own road you have lived on for years with the front bumper of the car less than 1ft over the start of a drop kerb (only over 1 night) You would feel it would be slightly unfair if you got a ticket, Imagin the anger then when you get a knock on your door at 8am in the morning form the bloke in a tow truck saying he is towing your car away!! And that to get it back is going to cost £250 quid and you have to get to Edmonton to get your car back. In my view this is total overkill, a ticket would suffice. And as the council dont leagaly have to display warning signs on the public highway to say you might be towed its anyones guess whether you'll get a ticket for an offence or your car will be gone. Thank you Waltham Forest council for being money grabbing theives.

£250 is way too disproportionate a price to get your car towed. It is more than the RAC charge per year for rescue and tow home from anywhere. The car pound is in the most inaccessible place and is dangerous to be in at night. While accepting that I have maybe parked in the wrong place, I was not blocking anyones drive or the road and this is just money making on behalf of the council and NCP who run the whole thing.
