WALTHAM FOREST: Taxpayers foot the bill for 'unnecessary' councillor training

THE council will spend £71,000 of taxpayers' money this year on training elected representatives how to do their job properly.

All members will take lessons given by hired consultants as part of the borough's bid to be awarded the London Member Development Charter.

The charter, which has been awarded to seven London boroughs so far, has been developed by the Improvement and Development Agency.

Courses with titles such as Managing Time, Public Speaking Skills and Dealing With The Media have formed part of similar schemes by other councils.

The charter is supposedly awarded for "best practice in member training and development initiatives", but it it is not given on the basis of the competencies of the councillors.

Conservative group leader Matt Davis said the training is a waste of time because his group will not agree to sign the charter anyway, and it is a requirement that all parties are committed to it.

Cllr Davis said: "We are not supporting this strategy and we have voted against it.

"Members need training for some roles, such as planning and licensing where they act in a quasi-judicial fashion, but this is an unnecessary expansion.

"The charter is not based on competency, so what is the point? It is box-ticking and it is no real use to anybody."

Cllr Davis also said that the scheme was an attempt to depoliticise members and make them act more like council officers.

Community campaigner Kevin Lord pointed out that £71,000 would have kept St James Street library open for a year.

He said: "If the councillors are incompetent, why were they put forward by their respective parties for election?"

The strategy was agreed at a Governance committee meeting.

It's policy statement said: "Our aim is to ensure that our 60 councillors, from all political parties, have the skills and knowledge to be effective in their roles as councillors and community leaders, and to undertake positions of special responsibility within the council.

"More than that, however, in addition to their democratic and community leadership roles, councillors are fundamental to driving forward and ensuring that the council achieves its priorites and objectives for the residents of the borough."

The Council also says that the training is necessary as the role of councillors has become more onerous and challenging because of recent Government legislation.

I am all in favour of councilors learning how to do their jobs properly. I would just prefer it if aspirants for public office learn what is involved before they are let loose on the public. Maybe bringing some abilities to the job with them rather than bluffing themselves into positions they are not really ready for. Political parties should be more rigorous in setting standards for the kinds of people they put up as candidates and monitoring their performances.

I also wonder if it is reasonable for councilors to use public money to develop skills which many of them will be using simply to entrench themselves in power (and fairly well-paid positions) and stay there by being re-elected. Is it fair on other candidates at the next election who don't have access to this kind of support at public expense?

The only train that this lot should be on is one taking them as far away from the Borough as possible on a single ticket!!!

There's a real need for some sort of publicly-accessible training for office that people can take as individuals before they stand for election. As it stands the party machines command the expertise (because there is a lot of background stuff to know), and this freezes out possible independents.
The catch with this whole culture of salaries, allowances and skills training is that being a Councillor becomes regarded as just another branch of local government employment, and we all see from their behaviour that many Councillors regard themselves as representatives of authority to us, rather than what they should be, which is representatives of US to authority.

Let me get this straight. They dont know how to do the job they sought votes for. What a Rip Off...Give our money back. Im sure we (the public) could do a better job.

The council closed St James Street library to save £70,000 and are now spending £71,000 teaching councillors how to do their job.

Will someone please explain what they need to learn that could not be explained by more experienced councillors or staff?

The council got rid of experienced staff at the gallery and museum to save £56,000, but then had to hire Blue Badge guides at huge cost and are now spending an extra £98,000 a year trying to put the mess right.

Maybe a few lessons in arithmetic would help.

These Concillors need to be trained in the art of eating vast plates of sandwiches and cake and ale. They have to grow long beards. The men have to do this also. They must also be trained to sit in an appropriate manner to develop a shiney backside. We should put the Council Tax up to enable this to be achieved and close more libraries and the William Morris Gallery.
