A CONTROVERSIAL plan to build flats on an under-used car park have been resubmitted to the council.

Blackmore Building Services (BSS) want to demolish two buildings in Larkshall Road and part of the Highams Park station car park and build 56 homes on the site as well as offices, shops and parking.

BSS want to build 47 flats within three and four storey blocks and nine two and three storey houses.

The Brentwood-based building company withdrew from a previous scheme to build 60 flats, a doctors surgery, and a medical centre on the site.

The difficult economic conditions appeared to scupper the plan, although BSS refused to explain their withdrawal.

The number of drivers using the car park has fallen dramatically since the council hiked charges up by 150 per cent, prompting accusations that the increase was designed to smooth the way for a sell-off.

Residents complained that drivers began parking in nearby streets and many were concerned about the situation would be compounded by the new development.

Some were also concerned about the potential loss of privacy and there were fears about a 700-year-old hedgerow and protected species of beetles and song thrushes.

Malcolm Shykles, of nearby Coolgardie Avenue, said: “I am disappointed the plans have been resubmitted. Car parks should be for car parking.

“This company wants to build flats everywhere on the car park. The streets are chock a bloc as it is. It's not very environmentally friendly because it means commuters will have to drive to their work rather than use the car park and catch the train.”
