A DECISION whether Tesco can build a large store, shops and more than 250 homes in Highams Park is due to be made tonight.

waltham Forest Council's planning committee opted to delay its decision at a meeting on September 8 because they wanted more information on the potential impact the development off Larkshall Road would have on traffic and businesses in the area.

The planned store has proved controversial, with the local community seemingly split on whether it will be good for the area.

Businesses under the banner Highams Park Traders for Regeneration (HPTR) yesterday called for the development to be approved in order to bring the 'virtual ghost town' back to life.

A letter written by Philip Morgan, of Henry Morgan Opticians and signed by 40 local traders, says the development will restore Highams Park to its position as one of Waltham Forest's principle shopping areas.

He said: “I have worked in Highams Park for over 30 years and along with my fellow traders we have witnessed the steady and unrelenting decline of our area, the worse of which has occurred over the last 15 years.

“This decline has turned a once bustling area into a virtual ghost town.”

But residents groups, including the Highams Park Society and the Highams Park Forum, have campaigned against Tesco's plans.

Sandeep Christian, Highams Park Society chairman, warned Tesco would building “the slums of the future” at a public meeting on September 3.

Chingford MP Iain Duncan Smith believes Highams Park “will die” if the store is given the go-ahead.

Neighbouring Redbridge Council has objected, fearing that the development will attract shoppers away from the south Woodford area.

Councillors have been advised by officers to approve the plans, but with 39 conditions relating to the use to the building and the way it is to be constructed.

Tesco will also be required to contribute more than £1 million towards local education services, parking, highway maintenance and health.

A previous Tesco proposalfor the site was blocked by the government on the grounds that it did not fit in with the area.

Tonight's planning meeting will take place at the Town Hall, in Forest Road, Walthamstow, from 7.30pm.
