ANGRY drivers who suddenly started being penalised for making u-turns when a new CCTV camera was installed look set to have their fines cancelled.

Confusion over whether motorists were legally allowed to make the manoeuvre in Clayhall Avenue, South Woodford, forced the council to suspend the use of the camera on the junction with Claybury Broadway last week.

Now Councillor Ian Bond said the council leadership has acknowledged some fines were issued in error and appeals will be upheld.

Residents of the Hill Farm estate had for some time frequently turned around in the road when accessing Charlie Brown’s roundabout from Southend Road.

Drivers are not permitted to take a right out of the estate and say they would be forced into a lengthy detour if they didn’t perform the manoeuvre.

But motorists started receiving fines after being caught by CCTV installed in the last two weeks.

Residents angry that the surveillance was set up without warning questioned whether the restriction was being enforced properly.

But residents say u-turns are performed outside the restricted zone, which was specified by a sign knocked down during an accident and never replaced.

Cllr Gwyneth Deakins, of Roding ward, said the fines were a “disgrace” and accused the council of being underhand.

Resident Ayyaz Miraz, of Summit Drive, received four £60 fines.

The 41-year-old said: “They don’t care about people driving better.

“I’m angry and annoyed, this was done all of a sudden so none of us had a chance to complain or give our views.”

Cllr Ian Bond, also of Roding ward, said: “I met the council leader and cabinet member for highways and I believe there is now a recognition that the council was in the wrong to have pursued people for making a u-turn beyond the second island in Clayhall Avenue.

“I was assured anyone who appeals against a penalty notice for having made a U-turn there will win their appeal.

“We will continue to press for all the tickets issued to be cancelled including refunds for people that have already paid.

“We also want the road sign to be put back to remove any remaining doubt as to the correct restrictions.”
