THE leader of the district council is the first in Essex to sign up for a new scheme encouraging entrepreneurs.
Lesley Wagland has committed herself to listening to the needs of fledgling business men and women, representing their interests at national and local level and support the Essex Federation of Small Businesses, which has set up the scheme.
