PLANS to build two four-storey blocks, one behind the other, containing eight flats and a restaurant on the site of an old cinema have been turned down.

Developer Nam Pham wants to redevelop the Kinema on Wanstead High Street, but saw his plan turned down at a meeting of the Council's Regulatory Committee last night.

The plans were rejected on the grounds that they did not adequately address issues of density, parking and amenity space.

Councillors also felt the proposed building did not fit the street scene of a conservation area.

The scheme had been opposed by dozens of local residents including The Wanstead Society, but following a meeting with Mr Pham's architects, the Society declared themselves happy with the new plan.

The Guardian has asked Mr Pham's spokesman for a statement.
