Tessa Jowell concedes defeat to Boris Johnson.

The minister for London ran Ken Livingstone's election campaign.

Jowell calls for a new culture in the Labour party.

She said: "It remains to be seen whether this result reflects a sea change in power across the country. I hope there is no chat about Gordon Brown"

The Evening Standard has run a front page stating that Boris is mayor. Speculation is rife as to whether he will, if he wins, have the required two-thirds majority in the London Assembly that the mayor needs to get his budget passed into statute.

The trickle of media personalities who made themselves available for interview earlier in the evening has dried up. Perhaps they are in their respective party's campaign headaquarters with a flute of champagne, watching the television, like the gathered media here, in the heights of 'The Egg'.

There is a whisper going around that the BNP are close to winning two seats in the Constituent Assembly. Proportional Representation looks like its working for the extreme right.

Ken has stretched his lead over Boris in the vote for mayor in Enfield and Haringey. 98 per cent of votes have been counted.

The latest rumour is that Boris is ahead by 48 per cent to Ken's 41 per cent overall. This means the Conservative candidate is three per cent away from winning the mayoral race straight out.

A candidate requires parity, which is a clear majority of 51 per cent for this to happen.

There would be no need for a run-off if parity is reached by a candidate.

The constabulary is guarding democracy vigourisly. While the count progresses in the bowels of City Hall, a rag-tag bunch of 10 anti-fascist protesters have been herded into a pen on the walkway by the river Thames. About 40 police officers have formed a ring around the pen's perimater.

A police boat is on the scene too, maybe to prevent the protesters from getting any ideas about requisitioning the docked HMS Belfast. Fat chance.

87.62 per cent of votes are counted in Enfield and Haringey, and Ken has a narrow lead over Boris. Enfield has flitted between the two throughout the count.

The pollsters say that turnout is high in the constituencies where Boris is performing well. Could it be that apathy does for Ken in the end?

The old Etonion currently holds leads in eight of London's 14 constituencies.

Some pointless, or perhaps presicent, trivia. Today is the feast day of St Boris in the Bulgarian and Greek orthodox church.

Will his namesake move in mysterious ways? Will he be required to? Or will Ken's army be too strong?

Result expected at '10pm at the earliest' according to one official.

The reason for the delay is that an extra 1.5m people voted. Altogether, 7.2m papers have to be counted. This means that 2.4m people voted in the election for mayor of London.

It seems that Ken's lot is so low right now, that even vanquished foes from elections past believe they could chase him out of town tonight.

Steve Norris was beaten by Livingstone twice in the race for mayor, in 2000 and 2004. But the Tory's ex-candidate believes that it would be third time lucky for him.

Mr Norris said: "I would love to run this time because I would have beaten him. But I cannot afford it. I could have done eight years ago."

We are told that the winner will not be announced now until 10.30pm. So much for the march of technology. Electronic counting was supposed to quicken the process. It may be a typical, traditional election night after all.

Tessa Jowell, the minister for London, seems to be preparing for the worst.

She said: "I've heard that Boris is ahead.

If Ken has not won, London has lost someone special. He has been passionate for the city and has done great things, and that is something I have heard all across London.

"But we are not there yet, and we may be in for a long night.

"There has been a move against the government, and London is not immune to that."

"People in London are worried about the big turbulence and how it will affect them"

I think that in london it has been a contest between two big figures. Although it has been a close contest, we cannot take the influence of the bad night we had last night"

"It's not fair to say that the party is dying. Ken Livingstone has galvanised the party base against the BNP."

I think a lot of people will have voted Tory possibly for the first and only time in their lives, to punish Ken's machine for its lies and cynicism, and Labour generally for its comfy insulation from its roots in the lives of ordinary people.It's always good to see democracy punishing the arrogant: sadly, the whole culture of middleclass cronyism - the consultancy disease, the PFI-ing of public service with no gain in front-line efficiency, is exactly what the Tories will perpetuate. Boris is an idiot. He is the worst person to lead a city like London. He will marginalise people and serve people like him, the privileged few who have no idea what life is like in the real world. He will drive people out of the capital and maybe then house prices will crash. Is that his idea of affordable housing?

Boris may be a bit bonkers. but the man has looked after the residents of Henley brilliantly. hence those not so stupid people re-electing him.

Now he can move on an make a real difference in London. he has an image of bonkers, but the man is very 'switched on'

I'm sure ken will be gutted, whats he got now? Except for that £180,000 'golden parachute' and the next east london or brent parlimentary by-election???

Spot on mdj. Don't take any notice of our friends above from Cornwall, Barnet and West London. You tell it how it is here in Waltham Forest. The clique running the administation are failing. More and more people are seeing through their dishonesty and inept 'managerialism'.
As for the local pigs at the trough, (of whatever party) we have two years to look at the potential candidates and expose this self-serving clique for what it is. I don't care which party they stand for, we must hold them all accountable. (Even those not in power share some responsibility- for their failing to protect us from these mediocrities.

Lets make sure that only people who live in their wards or can truly represent all the people in them can win. We need people with good ideas put forward in good faith, and willing to uphold honesty and hard-work. The winners at the next election should be the ordinary people of Waltham Forest, not the same-old-same-old bunch of losers failing to run things properly now.

Has it ever occurred to you that maybe Ken Livingstone was commenting on the policies of the owners of the Standard and their open support for Fascism in the 1930's.

Haas it occurred to you that Lee Jasper has been charged with nothing and convicted of nothing so you are actually slandering him.

Your comments about Ken's private life say more about you than him and just show what a nasty, narrow minded little man you are.

Finally Ken did not say he conned Londoners. He said he conned the Government into spending the money on the regeneration of the most run down part of London using the Olympics.

Lee Jasper has not broken the law. Ken Livingston gave him the money to do what he liked with it. And he did!

Lets hope Boris can halt london's criminal friendly, drug friendly, gang friendly, chav friendly descent into chaos!

'Angry in Barnet' you are clueless, many ppl have left London because of ken, he made house prices rise and made it unliveable by excessive council tax rises for unjustified services that were over the top. Plus public transport that went up, stupid trips around the world to promote London.

Congratulations to the BNP for gaining a seat on the London Assembly . Hopefully we will now hear about the forgotten "minority" the indigenous people of this island. It is not racist to ask that British culture is precedent above the often devisive "multi-culturalism".

I agree with Johnny, the unprecedented immigration we have had is bad for Britain. Who in Britain voted for "multi-culturalism" - no-one, it was imposed on us by the corrupt old gang parties. Real Londoners voted for change on Thursday, hopefully this is the start. An end to political correctness, the islamification of Britain and housing for locals first.

I am a Labour voter. But, I was disgusted at how Ken and the Labour Party played the race card. They pretty much tried to imply that Boris was a racist and would undermine race relations. What utter rot. The man is half Turkish for petes sake. Ken is a wily old politician. I expected better from him.

I can't give you a break Marting, but what about a kit kat?! No but on a serious note, all of the old gang parties of Lab, Lib, and Tory have all showed there corrupt. The public dosen't trust any of them. The fact is though, on this occasion the people of London were fed up with Ken and his crop of cronies. They voted for change, and change is what they got. We can't judge the man until he has actually performed. Until then, everything else is conjecture or speculation.

The pressure in now on Boris to prove he isnt actually a media celebrity and jolly old buffon. He has to prove he has real commitment to London and will knuckle down to the job.

I have my doubts he is capable and he may well have been 'promoted beyond his capabilities'.

This man has to represent our World City globally, he had better not let us down.

I think we over do the job. The civil servants in the GLA, TFL, LDA, Olympica Delivery Authority are all the same. Boris will simply be the face of London. His special advisers and civil servants will do the nuts and bolts.

Who cares about "diversity". All he needs to do is tackle crime, housing, and transport. That affects all Londoners equally. Livingstone went on too much about diversity, hence he got the boot.

I am more concerned that there seems to be a storm brewing over the BNP elected member of the Assembly. It has been said that some of the City Hall staff will refuse to work with him, and that this attitude will be supported by the other Members of the Assembly. What a disgrace!! And I say that as a Labour voter!

If this is allowed to continue, what we will have is a situation where a few people in City Hall - some of whom are unelected - are able to effectively disenfranchise the 50,000-or-so people who voted for this person. NOBODY should EVER have this right!

This not only sets a very dangerous precedent, but also undermines the very fabric of our democracy. If we are indeed serious about upholding the principle of democracy in this country, then we MUST have a policy of Zero Tolerance of such nonsence that is currently being spouted in City Hall.

Any staff member refusing legitimate work with a democratically elected member of the London Assembly should be SACKED - as would happen to those of us in our own day-jobs if we refused legitimate work. Any Assembly Member supporting such action should be removed from office forthwith. If the only way they can deal with electoral disappointment is by throwing their toys out of the pram, they are perhaps not fit for such office in any case.

If you don't like someone who has been elected, campaign harder aginst them next time. Do not attempt to take your feelings out on a section of the electorate who did not vote as YOU wanted them to!
