If a condition of membership to the United Nations was for each country to declare that, under no circumstances, would that nation launch a first strike with some weapon of mass destruction, then any country which broke this understanding would face destruction by the joint forces of the UN. Thus, no country would dare launch a first strike, as this would guarantee military suicide.

The price of this solution would be for every signatory to be prepared to lose a city or two first before retaliating.

This is the basis of the "peace" between the nuclear-powered India (which made this declaraton) and Pakistan.
