Tony Kleanthous believes the balance of power in football has switched in favour of the smaller clubs, due to a lack of money in today's game.

With more than 600 professional players due to be out of contract in the English leagues this summer, Barnet's chairman is expecting a flurry of transfer activity in the close season.

He said: "I don't think the changes in football have been for the better. But at the moment, the balance of power has swung in favour of the smaller clubs, because clubs don't have the money they have had in the past, and that has run right down through the divisions.

"If you look at football as an industry, it is terrible, because there is only one club [Manchester United] making money. We had got to the stage where our playing squad took up one-and-a-half times the income of the club. That can't go on throughout football.

"You are increasingly seeing clubs going into administration and about three quarters of First Division clubs are insolvent, so Hopefully, squad budgeting will create better management of clubs."

Mr Kleanthous said the club would be looking to bring in up to ten players in the summer.

"It is going to be an interesting summer," he said. "It will be interesting because we have to try and get the best players we can who are available in each position. Martin [Allen, Barnet's manager] has his budget and it is up to him how he uses it."
