An adjudicator was wrong to overturn a parking fine issued to a motorist who parked with two wheels up outside a medical centre, according to Redbridge council.

Jon Fentiman, 50, was given the ticket after parking on the grass verge outside the Hainault Health Centre in Manford Way last April.

He took his case to an independent parking adjudicator who ruled the fine should not stand because there was an exemption in place for parking on the footway and grass verge in Manford Way.

Mr Fentiman has urged all motorists issued with tickets outside the medical centre to appeal.

But a spokesman for Redbridge council said: “There is no exemption on the ban on footway parking outside the Medical Centre in Manford Way or for parking on a grass verge.

“The adjudicator in this individual case, based on the submission of the resident, seemingly required further evidence and took the view that there was an exemption in place since there is an exemption to the ban a few hundred metres from the Medical Centre.

“Motorists are reminded that vehicles may be issued with Penalty Charge Notices if parked with one or more wheels on the footway on Manford Way outside of the area where the exemption on the ban on footway parking is not signed and marked out.

“Along with all other London boroughs pavement parking is banned other than where the local authority has specifically introduced signed and marked exemptions.

“These rules are in place to help protect pedestrians using the pavements and also ensure that the maximum width of the pavement is accessible to help people with disabilities, pedestrians with children in prams etc.

“Cabinet has invested money to review footway parking, this review will start soon and those roads where exemptions are either confirmed or added will be published together with appropriate signing and footway markings.”
