WALTHAMSTOW: Concern over new high-rise bid

CONCERNS have been raised about proposals for another high-rise development in Walthamstow.

Campaigners from the Fight the Height group - which is also currently battling against plans for a hotel tower block by Walthamstow Central station - have criticised the bid to construct two buildings up to eight storeys tall in St James Street.

Private company PHCC East London Ltd wants to build a health centre in one of the units with 19 flats above, with shops and 45 flats in the other structure.

The application states that both blocks, which would be at the junction with Brunner Road, could be four to eight storeys tall.

A spokeswoman for Fight the Height said: "Four to eight storeys makes it sound fairly modest. But bear in mind that it's two or three times the height of the surrounding area.

"The only equivalent height in central Walthamstow is Tower Mews, opposite Walthamstow Central station, which is nine storeys, and we all know what an ugly sore thumb that is."

The company submitted the application to the council just before Christmas and the authority did not register it until Wednesday December 29.

4PM UPDATE: The original consultation period for this development expired on January 10, according to the council's website. The plans did also not appear to be on any weekly lists and campaigners were not alerted to the application until this week.

However the consultation period has this afternoon now suddenly been extended until January 31.

The Guardian is awaiting an explanation from the council for the change.

A council meeting to discuss the scheme is set to be held later this year.

As a receipient of the weekly planning list this story amazes me. I have not seen the application on the weekly list, there has been no attempt by the developer PHCC to hold a public consultation exercise, as recommended by council policy, the normal 21 day period for objections has been reduced to 12 days and the plans do not load when looking on the planning web site. I suggest this is a council **** up. If it is not then we are living in a Robbins dictatorship where he has decided not to have any further consultation in the Town Centre but to just allow any developer wanting to spend their money how they like.
If you wnat to stop this e-mail Cllr Robbins and David Stutchfield, Head of Development Control, and tell them 1. PHCC must hold a public consultation, 2. The plans must be put on the website, 3. The period of 21 days for obection should start now which means they wont close until February.

Another place for people to stay in and get up to no good. Was it not a few years ago that a motel / hotel at bakers arms was closed due to misbehaving within the premises. I may be wrong but as far as I am aware it was. This is another prime target to grafitti and robberies. The council I believe maybe looking to build this in time for visitors to stay in 2012 but in this day and age of the economy who can afford to stay in hotels ? What will happen then it will be boarded up and left to rot like the cinemas, libraries etc in this borough.

I guess you're a socially-concerned person who takes steps to keep themselves informed. This shouldn't have to be the case with planning applications. A while ago a barrister writing in the Times gave me a clear opinion in reply to an inquiry I sent in, that LBWF is breaking the law by not publishing planning applications in a'newspaper circulating in the vicinity'.
They don't even publish them in their own freesheet, which since it goes into every home would be a fair equivalent.

Once again, the Council is breaking the law!

Exactly as I observed, ironically, in relation to the Lord Brooke - stck flats in your proposal and you're almost bound to win. Cllr Pye must be over the moon, especially after her media jamboree yesterday in relation to housing benefit cuts displacing people to outer London boroughs. It's an ill wind that blows nobody any good, eh Cllr Pye!

Having looked at the Council's web site this evening the closing dates have been changed to 31st January so the story in the paper is now wrong (it was correct!!). The two applications are 2010/1635/OUT and 2010/1634. Both were received at the beginning of December but didn't get registered until after Christmas. Neither of them have the plans available on line so my previous comments are still valid - the date for closure of coimments has to be 21 days after the plans are made available!
