LONDON BOROUGH OF WALTHAM FOREST ROAD TRAFFIC REGULATION ACT 1984 ESSEX ROAD E17 - EXTENSIONS TO CLOSED SECTIONS
TO VEHICULAR TRAFFIC, REMOVAL OF FREE SHORT STAY, AMENDMENTS TO PERMIT PARKING AND WAITING RESTRICTION (T30(19)) The Waltham Forest (Prescribed Routes) (No. 2/2005) (Amendment No. 2) Traffic Order 2019 The Waltham Forest (Charged-For Parking Places) (Amendment No. 1) Order 2019 The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 1) Order 2019
1. NOTICE IS GIVEN that the Council of the London Borough of Waltham Forest on 25th July 2019 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders, to coincide with cycle, pedestrian and public realm improvements will be in Essex Road to:
(a) extend the closed sections to all vehicular traffic (including motorcycles) (except pedal cycles) to include:
(i) the section situated between the rail bridge and the north-west kerb line of Lynmouth Road; and
(ii) between the closed section at its south-east extremity to the north-westernmost south-east facing wall of No. 2 Forster Road
(b) remove all permit and short stay parking places, or space, in the said sections of Essex Road mentioned in paragraph 2(a) above except for a 5-metre section of permit parking space outside the south-west flank wall of No. 2 Forster Road;
(c) in Essex Road provide an additional 5-metre permit parking place adjacent the permit parking place opposite the south-west flank wall of No. 2 Forster Road mentioned in paragraph 2(b) above (adjoining this parking place to the south-west of the one mentioned in paragraph 2(b)); and
(d) convert 40 metres of Free Short Stay parking space on the southwest side of Essex Road to a permit holders parking place for *SJP permit holders only;
(e) extend the double yellow line "at any time" waiting restrictions on the south-west side of Essex Road opposite Forster Road south-eastwards to a point in line with the north-westernmost south-east facing wall of No. 2 Forster Road
*Nb/ All permit parking places will operate Mondays to Fridays between Bam to 6.30pm
3. Copies of the Orders, which will come into operation on 25th July 2019 and other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) Low Hall, Argall Avenue, London, E10 7AS.
4. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
