ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) THE WALTHAM FOREST (VARIOUS ROADS, BLACKHORSE LANE/ FOREST ROAD REGION) (TEMPORARY TRAFFIC MEASURES) (NO. 1) ORDER 2020 {TT33(19)}
1. The Council of the London Borough of Waltham Forest HEREBY GIVES NOTICE that It Intends on making an Order to enable highway construction to be carried out in a safe and efficient manner. The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed to prohibit vehicles from entering, proceeding, waiting or loading for any purpose and suspend one-way working and no-entry in various roads in the Blackhorse Road E17 and Forest Road E17 region (except works vehicles).

2. Whilst the works are being carried out, no person shall cause or permit any vehicle to enter, proceed, wait or load for any purpose, at any time, in:

(a) Blackhorse Lane E17 - between its junction with Forest Road and the southern kerb line of Tavistock Road E17;

(b) Blackhorse Road E17 - between its junction with Forest Road and Hazelwood Road;

(c) Clifton Avenue E17 - between its junctions with Blackhorse Lane and Pembar Road; and

(d) Forest Road E17 - between the eastern kerb line of Blackhorse Lane to the western kerb line of Palmerston Road; and

(e) Pembar Avenue E17 - between its junctions with Forest Road and Clifton Avenue

3. Vehicular access to properties affected by these temporary measures will be maintained wherever possible, subject to the extent and operation of the closures.

4. Whilst works are being carried out and only when regulatory signs are displayed:

(a) the one-way operation and no-entry to vehicular traffic in Clifton Avenue E17;

(b) the left-hand turning movement ban from Blackhorse Lane to Forest Road;

(c) the one-way operation and no-entry to vehicular traffic in Pembar Avenue E17;

would be temporarily suspended
5. Whilst the prohibitions referred to in paragraph 2 above remain in force, alternative routes for traffic would be indicated by traffic signs.

6. Vehicles waiting or loading in disregard of this Order would be removed.

7. The prohibitions mentioned above would not apply in relation to any vehicle being used -

(a) in connection with the said works; or

(b) for ambulance, fire brigade or police purposes (if the works allow) if the observance of the prohibitions would be likely to hinder the use of that vehicle for that purpose; provided, that this exemption shall not apply if the vehicle is being used in such a manner or at such a time as to be likely to endanger any person.

3. The Order would come into operation on 3rd February 2020 and would be valid for a maximum period of 18 months or until the works are completed, whichever is the sooner.
9. In So far as any provision imposed by the Order conflicts or is inconsistent with any provision of any Order made under the Road Traffic Regulation Act 1984, as amended, in the London Borough of Waltham Forest the provisions of the intended Order shall prevail only at such times and to such extent as regulatory signs are displayed in relation to the measures set out in this Order.

10. Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into operation of this Order THE WALTHAM FOREST (VARIOUS ROADS, BLACKHORSE LANE/FOREST ROAD REGION) (TEMPORARY TRAFFIC MEASURES) (NO. 1) ORDER 2019 would be revoked in its entirety.
