HARINGEY COUNCIL - PUBLIC NOTICE STATION ROAD, HALE ROAD, ASHLEY ROAD, WATERMEAD WAY, TOTTENHAM HALE BUS STATION AND FERRY WAY N17 FACILITIES FOR PEDESTRIANS, AMENDMENT OF PEDESTRIAN AND CYCLISTS CROSSING, PROVISION OF PARKING AND LOADING, ONE WAY WORKING, PROHIBITION OF TRAFFIC TURNS EXPERIMENTAL TRAFFIC ORDERS T40

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Haringey (the Council) under section 23 of the Road Traffic Regulation Act 1984 proposes to relocate the existing "Toucan' crossing from adjacent to Stratford College London and 1 Ashley Road to adjacent and east of Cygnet Way.



2. FURTHER NOTICE IS HEREBY GIVEN that the Council of the London Borough of Haringey on 28th July 2020 made the above mentioned Orders under sections 9,10 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



3. The general effect of the Orders, to coincide with the highway improvements to reconfigure Tottenham Hale Bus Station (Planning Application Reference No. HGY/2017/3649) and support the regeneration of Tottenham Hale, will be to:



A. In Station Road:



(a) Introduce one-way working, with exemption for cyclists, on Station Road between The Hale and Watermead Way, where vehicles would be prohibited to proceed in any direction other than from south-west to north-east



(b) Prevent vehicles entering (except cycles) where entry to that road is prohibited by a prohibition of motor vehicles sign plates situated at its junction with Hale Road and Watermead Way;



(c) Northbound carriageway of Station Road, No Right Turn into Watermead Way.



(d) On the northern side - where:



1. Disabled Bays (blue badge holders only) operating At Any Time, will be provided:



a. For 19.7m (3 x approx. 6.5 metre bays) approximately 4.2m east of the flank wall of No. 51-57 The Hale / Premier Inn Hotel Station Road N17.

2. Loading Places will be provided:



a. For 23.8 metres approximately 23.9m east of the flank wall of No. 51-57 The Hale / Premier Inn Hotel Station Road N17, operating Monday to Saturdays between 7am and 6.30pm, limited to 30 mins.

(e) On the south side - where:



1. Car Club bay will be provided:



a. For 6.0 meters, approximately 4.2m east of the flank wall of No. 51-57 The Hale / Premier Inn Hotel Station Road N17.

2. Disabled Bays (blue badge holders only) operating At Any Time, will be provided:



a. For 11.9 metres (2 x approx. 6.0 metres bays) approximately 4.2m east of the flank wall of No. 51-57 The Hale / Premier Inn Hotel Station Road N17.

3. Loading Places will be provided:



a. For 20.3 metres approximately 22.1 m east of the flank wall of No. 51-57 The Hale / Premier Inn Hotel Station Road N17, operating Monday to Saturdays between 7am and 6.30pm, limited to 30 mins.

(f) The controls for the remainder of Station Road should operate double yellow lines, No Waiting or Loading At Any Time.



B. In Hale Road: (a) On the southern side of Hale Road, a Loading Place will be provided

for 13.9 metres approximately 6.7m west of the flank wall of No 21 Hale Road. Revocation of the existing Loading Place opposite No. 21 Hale Road. In Ashley Road:

In Ashley Road:

(a) Mandatory contraflow cycle lane (direction of travel from north to south) to be designated approximately 8m north of the junction with Watermead Way to a point approximately 13.1 metres north of the junction with Watermead Way.



(b) Southbound cyclists are to be exempt from the existing No Entry restriction onto Hale Road / Watermead Way.



In Watermead Way:

(a) Westbound carriageway of Watermead Way, No Right Turn into Ashley Road;



(b) Westbound carriageway of Watermead Way, No Left Turn into Tottenham Hale Bus Station, with the exception of buses;



(c) No-Entry at the northern junction with Tottenham Hale Bus Station, with the exception of buses.



In Tottenham Hale Bus Station:

(a) Northbound carriageway of Tottenham Hale Bus Station, No U-Turn into Tottenham Hale Bus Station. F. In Ferry Lane:

(a) No-Entry at the junction with the newly formed privately maintained road currently referred to as 'Ferry Way'.

4. The Orders provide that in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the delegated authority of the London Borough of Haringey, or some person authorised in that behalf, may if it appears essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the Orders or any provision thereof.



5. The Council will be considering in due course whether the provisions of the Orders should be continued in force indefinitely by means of permanent Orders made under the relevant sections of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the above mentioned Orders came into force or, if the Orders are varied by other Orders or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Traffic Management Group, River Park House, 1st floor, 225, High Road, Wood Green, N22 8HQ or by email to

6. Copies of the Orders, which will come into force on 10th August 2020, of the Council's statement of reasons for making the Orders, together with plans and more detailed particulars showing the locations and effects of the Orders may be inspected, throughout the period that it is in force, during normal office working hours, at the reception desk, Alexandra House, 10 Station Road, Wood Green, N22 7TR, by appointment only, or can be viewed online at

www.haringey.gov.uk/traffic_orders

.



7. If any person wishes to question the validity of the Orders or of any of its provisions on the grounds they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.



8. Plans showing the location of the toucan crossing may be inspected for a period of 21 days from the date of this Notice during normal office working hours at the reception desk, Alexandra House, 10 Station Road, Wood Green, N22 7TR, by appointment only, or can be viewed online at

9. Any person desiring to object to the proposed relocation of the toucan crossing should send a statement in writing of their objection and the grounds thereof, or their representation, to the Traffic Management Group, Alexandra House, 5th Floor, 10 Station Road, Wood Green, N22 7TR or to traffic.orders@

haringey.gov.uk

within 21 days from the date on which this Notice is published.
