1. NOTICE IS HEREBY GIVEN that the London Borough of Waltham Forest (the Council) on 15* October 2020 made above-mentioned Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984. The Orders will come into force on 26th October 2020 and may continue in force for up to 18 months.

2. The general effect of the Orders relating to LNE CPZ will be, as an experiment, to:-

(a) change the hours of operation of LNE CPZ so that it operates between 8am and 6.30pm on Mondays to Saturdays inclusive. The LNE CPZ permit parking places and single yellow line waiting restrictions within LNE CPZ will operate at the new CPZ times, except for the LNE CPZ permit parking places on the east side of Brisbane Road E10, between Balmoral Road and Osborne Road, which will operate between 8am and 6.30pm on Mondays to Saturdays inclusive that are non-match days only. The 15 minutes free / 3 hours maximum stay pay by phone parking places will operate between 8am and 1 pm and between 2pm and 6.30pm on Mondays to Saturdays inclusive. The hours of operation of the existing disabled persons parking places and car club parking place within LNE CPZ will remain unchanged;

(b) remove advisory disabled persons parking places and replace them with LNE CPZ permit holders parking space: outside No. 8, Nos. 19/21 and No. 20 Osborne Road E10 (x3 bays); and

(c) formalise existing advisory disabled persons parking places and extend these to 6.6 metres in length in the following locations (adjacent parking places will be shortened by a small amount where necessary to accommodate the disabled persons parking places): (i) outside No. 21, Nos. 60/62 and Nos. 64/66 Windsor Road E10 (x3 bays); (ii) outside Nos. 19/21 Balmoral Road E10; and (iii) outside Nos. 4/6 Osborne Road E10, which will be available 'at any time' for use only by disabled persons 'blue badge' permit holders.

3. The general effect of the Orders relating to LNN CPZ will be, as an experiment, to:-

(a) change the hours of operation of LNN CPZ so that it operates between 8am and 6.30pm on Mondays to Saturdays inclusive. The LNN CPZ permit parking places and single yellow line waiting restrictions within LNN CPZ will operate at the new CPZ times. The 15 minutes free / 3 hours maximum stay pay by phone parking places will operate between 8am and 1 pm and between 2pm and 6.30pm on Mondays to Saturdays inclusive. The hours of operation of the existing disabled persons parking places and car club parking places within LNN CPZ will remain unchanged;

(b) provide additional LNN CPZ permit holder parking places in Langthorne Road E10, adjacent to No. 28 Grove Green Road E11 (replacing a bus stop);

(c) remove advisory disabled persons parking places and replace them with LNN CPZ permit holders parking space outside Nos. 17, 41 and 108 Warren Road E10;

(d) remove two disabled persons parking places and replace them with LNN CPZ permit holders parking space on the footway on the south side of Alexandra Road E10, adjacent to No. 245 High Road Leyton;

(e) remove an advisory disabled persons parking place and replace it with LNN CPZ permit holders parking space and 1 metre of single yellow line waiting restrictions operating during the LNN CPZ hours outside No. 100 Warren Road E10;

(f) shorten LNN permit holders parking places by 1 metre in Colville Road E11, adjacent to the rear of No. 81 Grove Green Road E11 and adjacent to the rear of No. 83 Grove Green Road E11 and replace those lengths with waiting restrictions operating during the LNN CPZ hours; and

(g) formalise existing advisory disabled persons parking places and extend these to 6.6 metres in length in the following locations (adjacent parking places will be shortened by a small amount where necessary to accommodate the disabled persons parking places): (i) outside Nos. 5 and 42 Warren Road E10, and (ii) outside No. 9 Colville Road E11 which will be available 'at any time' for use only by disabled persons 'blue badge' permit holders.

4. Where it appears necessary for certain purposes, an authorised officer of the Council may, in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, modify or suspend any provision of the Orders while they are in force.

6. The Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the experimental Orders come into force or, if the experimental Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Traffic Orders, Highways, Low Hall, Argall Avenue, London, E10 7AS, or by emailing:

quoting reference T44a(20) LEYTON EAST CPZ EXPERIMENTAL CHANGES or T44b(20) LEYTON NORTH CPZ EXPERIMENTAL CHANGES, as appropriate. Any objection may be communicated to, or be seen by, other persons who may be affected.

7. If any person wishes to question the validity of any the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
