ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 6 and 45 WOODFORD NEW ROAD REQION (WNR) - A406 NORTH CIRCULAR TO BOROUGH BOUNDARY WITH REDBRIDGE IG8 (T32(20» PROVISION OF "AT ANY TIME" WAITING AND LOADING RESTRICTIONS ALONGSIDE ASSOCIATED CYCLE LANES AND CYCLE TRACKS The Waltham Forest (Charged-For Parking Places) (Amendment No. 57) Order 2020 The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 57) Order 2020
1. NOTICE IS GIVEN that the Council of the London Borough of Waltham Forest in consultation with the London Borough of Redbridge on 19th November 2020 made the above-mentioned Orders under sections 6 and 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders to coincide with cycle Improvements and new road layouts will be:-

(a) in Woodford New Road A104 (WNR) - both sides - convert all single yellow line waiting restrictions between the commencement/ end point of the existing Clearway opposite Chelmsford Road E18 and

a. on the north-west side - the southern kerb line of Oak Hill; and

b. the south-east side - to the southern kerb line of Fullers Road E18;

to double yellow line "at any time" waiting restrictions {the initial proposals on the south-east side - north of Fuller's Road have been discarded);
(b) in the sections of road mentioned in item 2.(a) above provide no loading restrictions (kerb markings) by means of yellow kerb markings:

a. "at any time" (double kerb blips)

i. on the south-east side

ii. on the north-west side - (1) between the commencement/ end of the Clearway opposite Chelmsford Road E18 and the rear of No. 18 Oak Hill Gardens and (2) between the northernmost boundary of No. 4 Oak Hill Gardens and the southern kerb line of Oak Hill;

b. between 7am and 7pm throughout the week (single kerb blips) - between the rear of Nos 18 and No. 4 Oak Hill Gardens;

(c) in Woodford New Road A104 (WNR) provide 'mandatory Cycle Lanes operating "at any time" at specific sections between waterworks roundabout and the southern kerb line of Oak Hill:

a. north-west side - between a point 98 metres north-east of the northernmost edge of the northernmost entry/exit triangular Island site of the waterworks roundabout (northern arm of WNR) (hereinafter called 'the Island site') to a point opposite the southern kerb line of Chelmsford Road E18;

b. north-west side - between a point in line with No. 18 Oak Hill Gardens north-east to a point 44 metres south-west of the south-west kerb line of Oak Hill;

c. north-west side - between a point opposite Waldencot and Southlll north-eastward to the borough boundary with the London Borough of Redbridge (opposite the common boundary between Maywood and Sinclair);

d. south-east side -between a point 98 metres north-east of the island site to a point opposite the southern kerb line of Chelmsford Road E18;

e. south-east side - between a point adjacent the northern kerb line of Chelmsford Road E18 and a point In line with the common boundary of Nos. 17 and 18 Oak Hill Gardens;

f. south-east side - between a point In line with the common boundary of Nos. 12a and 14 Oak Hill Gardens and a point 44 metres south-west of the south-west kerb line of Oak Hill; and

Note: the initial intention for a cycle lane on the south-east side of WNR north of Fuller's Road has been discarded; and the intention to provide segregated cycle tracks in strategic sections between cycle lanes mentioned in 2(c) above have not changed.

3. Copies of the Orders, which will come into operation on 19th November 2020 and all other relevant documents can be Inspected on request by emailing

during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it Is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with In relation to the Order may, within six weeks of the making of the Order, make application for the purpose to the High Court.
