LONDON BOROUGH OF WALTHAM FOREST HIGHWAYS ACT 1980 - SECTIONS 90A AND 90C HIGHAM HILL REGION - RAISED TABLES ON EXISTING ZEBRA CROSSINGS, NEW SPEED HUMPS (ALL E17 ROADS) (710(21))
1. NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999 and section 23 of the Road Traffic Act 1984, as amended, proposes to:
(a) convert all speed cushions to sinusoidal humps - known as "speed humps' - in the following roads:
(i) Douglas Avenue
(ii) Monoux Grove
(iii) Thorpe Crescent
(iv) Penrhyn Avenue
(b) Create new speed tables, 10 metres in length including the gradients, on all Zebra Crossings in Higham Hill Road E17 between Queen Elizabeth Road and St Andrews Road); and
(c) Create 3 new speed humps in St Andrews Road (StA), each one situated outside:
a. Nos. 109-121 StA
b. Nos. 79/56/58 StA
c. Nos. 19/21 StA
NB/ The sinusoidal road humps and raised speed tables would be elevated sections of carriageway, between 75 and 100 millimetres (5mm) higher at their highest point than the surrounding carriageway, extending across the full width of the carriageway. For the humps which are replacing cushions, these will be constructed in the same location as the removed cushions and will be between 3 and 3.7 metres in length.
2. Any person desiring to object to or to make any other representation with regards to the measure set out above should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS or by emailing:
quoting reference T10(21) - Higham Hill traffic calming by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
3. A copy of each of the Orders, the Council's statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and other measures can be inspected Documents giving more detailed particulars of the measures can be inspected on request also by either emailing
