1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be, in order to allow for the provision of secure bicycle parking structures ("units") on the highway (controlled parking zone given in brackets):

(a) to reduce by 3 metres the length of resident parking place in Rectory Road E17* (HT controlled parking zone (CPZ)) outside No. 59 Rectory Road;

(b) to remove 3 metres of 'permits holders only past this point' parking space in Leyton Grange E10 (GS CPZ) outside Slade Tower (opposite No. 56 Leyton Grange); and

(c) to reduce by 3 metres the length of permit parking places at the locations mentioned below (CPZ shown in brackets):

(i) Adelaide Road E10 (LNW) outside No. 55 Adelaide Road (extending from the boundary of Nos. 55 and 57);

(ii) Bemsted Road E17 (WA) outside Nos. 22/24 Bemsted Road (extending from the boundary of Nos. 22/24 and 26/28);

(iii) Beresford Road E17 (CE) outside Nos. 120/122 Beresford Road (extending from the boundary of Nos. 120/122 and No. 124);

(iv) Blenheim Road E17 (BL) outside No. 19 Blenheim Road (extending from the boundary of Nos. 19 and 21);

(v) Borthwick Road, E15 (CH) outside No. 5 Borthwick Road (extending from the boundary of Nos. 5 and 7);

(vi) Browns Road E17 (HS) outside No. 9 Browns Road (extending from the boundary of Nos. 7 and 9);

(vii) Bunyan Road E17 (BL) outside No. 8 Bunyan Road (extending from the boundary of Nos. 6 and 8);

(viii) Camden Road E17 (MW) outside Nos. 52/54 Camden Road (extending north-eastwards from 1 metre north-east of the boundary of Nos. 48/50 and 52/54);

'[Note: If these proposals were to go ahead then it is intended that any proposal in a location referred to in this Notice that is within an experimental CPZ would not proceed until such time and under such circumstances as the provisions of the experimental Traffic Order for the CPZ in question were continued in force indefinitely by way of a permanent Traffic Order. Roads that are currently within an experimental CPZ are indicated with '*']
Note: The Orders are necessary to make space for the provision of secure bicycle parking structures (as authorized under section 63 of the Road Traffic Regulation Act 1984 for residents who do not have the space and/or ability to securely park bicycles in or within a reasonable distance from their home. The proposed parking spaces to be displaced will default to a single yellow line waiting restriction where the cycle hangar will be provided. The displaced parking space of 3 metres at any location proposed may be relocated to an alternative permit parking location within a 50-metre of the original proposal on that same road.

3. The Council also intend to provide secure bicycle parking structures, each no more than 3 metres in length:

(a) on the footway in the following locations:

(i) Chingford Road E17, opposite No. 391/393 Chingford Road; and

(ii) Priory Court E17, opposite No. 1 Priory Court; and

(b) in the carriageway in the following locations that are not within a controlled parking zone. In these locations double yellow line 'at any time waiting restrictions would be provided:

(i) Cavendish Road E4, outside No. 40 Cavendish Road (extending from the boundary of Nos. 40 and 42); and

(ii) Selwyn Avenue E4, outside No. 22 Selwyn Avenue (extending from the boundary of Nos. 20 and 22).

4. A copy of each of the Orders, the Council's statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and measures can be inspected on request by emailing
