THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 493) ORDER 2021

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 6 July 2021, made the above mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (therein after referred to as the Act), and all other enabling powers, so as to continue in force indefinitely the provisions of the Merton (Waiting and Loading Restriction) (Amendment No. 483) Experimental Traffic Order 2020.



2. The general effect of the Order will be to continue in force waiting restrictions operating at "any time" in the roads or lengths of road specified in the Schedule to this notice.



3. A copy of the Order, which will come into force on 19 July 2021, the Experimental Order of 2020 and other documents giving more detailed particulars of the Order, including a plan specifying the roads or lengths of roads affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.



4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

SCHEDULE PLOUGH LANE, WIMBLEDON; both sides,

except for a length of the south-east side, from a point 7 metres north-east of the north-eastern kerb-line of Havelock Road north-eastward for a distance of 54 metres.

WATERSIDE WAY, SW17; the south-west side, from the south-eastern kerb-line of Plough Lane south-eastward for a distance of 52.5 metres.

THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. «) ORDER 201*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Order under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the "Waiting and Loading" Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so as to improve the robustness of the waiting and loading restrictions in Upper Green East and Clarendon Grove. The on-street restrictions in those roads would not be affected.



3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the roads or lengths of road to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.



4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2021

1. The London Borough of Merton Council hereby give notice that to facilitate signal and telecom maintenance works followed by lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.



2. Whilst the works take place no person will:-



(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;



(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.



3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. An alternative route for:-



(a) diverted vehicular traffic will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;



(b) pedestrians will be via the adjacent footbridge.



5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.



6. Nothing in the Order will apply to: -



(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.



7. The Order will come into operation at 11 pm on 21 st July 2021 and remain in force until 6am on 30th July 2021 inclusive. It is anticipated that the works will be carried out from 11 pm on Wednesday 21 st July 2021 to 6pm on Thursday 22nd July 2021,11 pm on Monday 26th July 2021 to 6am on Tuesday 27th July 2021, from 11pm on Tuesday 27th July 2021 to 6am on Wednesday 28th July 2021, from 11pm on Wednesday 28th July 2021 to 6am on Thursday 29th July 2021, and from 11pm on Thursday 29th July 2021 to 6am on Friday 30th July 2021.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 ■ SECTIONS 14(1) AND 14(7) WIMBLEDON HILL ROAD. SW19 TEMPORARY RESTRICTION OF TRAFFIC) (NO. 2) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at Wimbledon High School in Wimbledon Hill Road, SW19, they have made an Order, the effect of which will be to temporarily restrict traffic and suspend a bus lane in the said road.



2. During the works,



(a) no person will cause or permit any vehicle to enter or proceed in the south-western, north-westbound lane of Wimbledon Hill Road from its junction with Mansel Road to a point 2 metres south-east of the north­western boundary of The Oaks, Nos 84 to 86 Wimbledon Hill Road;



(b) no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, on both sides of the length of Wimbledon Hill Road specified in sub-paragraph 2(a) above;



(c) no person will enter or proceed in the length of the south-western footway of Wimbledon Hill Road, adjacent to the length of Wimbledon Hill Road specified in sub-paragraph 2(a) specified above;



(d) the south-eastbound bus lane on the north-east side of Wimbledon Hill Road will be suspended between Woodside Road and a point 100 metres north-west of the north-western kerb-line of Woodside Road.



3. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



4. The restrictions and bus lane suspension will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Vehicular traffic affected by the works will travel using the adjacent lane, use of which will be traffic managed by two-way traffic lights.



6. Pedestrian traffic affected by the works should use the footway opposite, accessible by the signalised pedestrian crossings provided.



7. Nothing in sub-paragraphs 2(a) and (b) above will apply to:-



(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.



8. The Order will come into operation on Monday 12th July 2021 with the works anticipated to be carried out until 24th July 2022. However, the Order will remain in force for a maximum period of eighteen months and its provisions will be re-introduced during that period should the works be delayed or further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 ■ SECTION 14(1)

(BECKWAY ROAD. SW16) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer cleaning in Beckway Road, SW16, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.



2. During the works, no person would cause or permit any vehicle to:-



(a) enter or proceed in Beckway Road, from its junction with Stanford Way south-eastward for a distance of 150 metres; or



(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Beckway Road specified in sub-paragraph (a) above.



3. Any designated parking place situated in the length of Beckway Road specified in paragraph 2 above would be suspended for the duration of the works in that length of road.



4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or a Civil Enforcement Officer; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.



6. Vehicular traffic affected by the road closure should proceed via Northborough Road Rowan Road and Stanford Way or vice-versa.



7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



8. The Order would come into force on Friday 30th July 2021 and it is expected that the works would be completed on Saturday 31 st July 2021. However, the Order would remain in force for a period of 3 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

MELROSE AVENUE. SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice, that to facilitate construction works in Melrose Avenue, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.



2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Melrose Avenue, SW19, the north-east side, between the common boundary of Nos. 12 and 14 Melrose Avenue and the common boundary of Nos. 14 and 16 Melrose Avenue.



3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works.



4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order will apply: -



(a) to any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or



(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or



(c) to any vehicle being used for police, fire brigade or ambulance purposes.



6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order will come into operation on Friday 16th July 2021 and it is anticipated that the works will be completed within 5 months. However, the Order will remain in force for 12 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(EAST ROAD. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021

1. The Council of the London Borough of Merton hereby give notice that to facilitate new water service connections and ancillary works in East Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.



2. During the works no person would:-



(a) cause or permit any vehicle to enter or proceed in East Road, SW19, from its junction with All Saints Road to its southernmost extremity; or



(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub­paragraph (a) above; or



(c) enter of proceed in the eastern footway of the road or length of road specified in paragraph 2(a) above.



3. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above would be suspended for the duration of the works in that length of road.



4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) any person requiring vehicular access to the properties adjacent to road or length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.



6. East Road is a cul-de-sac. Road ramps would be used to enable access.



7. Pedestrians affected by the footway closure should proceed using the footway opposite.



8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



9. The Order would come into operation on Monday 9th August 2021 and it is anticipated that the works would be completed on Friday 13th August 2021. However, the Order would remain in force for 6 months should further works be required.
