PERMANENT MAKING OF EXPERIMENTAL FOOTWAY PARKING AND NO WAITING MEASURES (T32(21) T25(20) REPLACEMENT OF PART-FOOTWAY CASHLESS PARKING PLACES,'MH' AND 'MH AND QB' PERMIT HOLDERS PARKING PLACES WITH WAITING RESTRICTIONS AND RELOCATION OF PART-FOOTWAY 'MH' AND 'MH AND QB' PERMIT HOLDERS PARKING PLACES AND A DISABLED PERSONS PARKING PLACE FULLY ON THE CARRIAGEWAY -MARKHOUSE AREA (MH) CONTROLLED PARKING ZONE (CPZ)
The Waltham Forest (Charged-For Parking Places) (Amendment No. 93) Order]; The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 92) Order 2021

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 12th August 2021 made the above-mentioned Traffic Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders will be to continue indefinitely the provisions of The Waltham Forest (Charged-For Parking Places) (Amendment No. 42) Experimental Order 2020; and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 42) Experimental Order 2020 the effect of which:

(a) removed 'MH' or as the case may be 'MH and QB' CPZ parking places and replaced them with single yellow line waiting restrictions operating between 8am and 6.30pm throughout the week, in the following locations: Queens Road E17: (i) north-west side: (A) outside Nos. 36 to 40 Queens Road; (B) outside and north-east of Nos. 42 and 44 Queens Road; and (C) outside Nos. 114 to 122 Queens Road; and (ii) south-east side: (A) outside Nos. 1 to 5 Queens Road / adjacent to Skinner Court; (B) outside Nos. 49 to 55 Queens Road; and (C) outside Nos. 69 and 71 Queens Road;

(b) removed cashless parking places (free short stay or pay by phone) and replaced them with single yellow line waiting restrictions operating between 8am and 6.30pm throughout the week, in the following locations: Queens Road E17: (i) north-west side, outside Nos. 62 and 64 Queens Road; and (ii) south-east side, outside Nos. 57 to 63 Queens Road;

(c) relocated part-footway 'MH' or as the case may be 'MH and QB' CPZ parking places to be fully on the carriage, in the following locations: Queens Road E17: (i) north-west side: (A) outside Nos. 18 to 22 Queens Road; (B) outside Nos. 24 to 28 Queens Road;

(C) outside Nos. 70 to 84 Queens Road; and (D) outside Nos. 90 to 96 Queens Road; and (ii) south-east side: (A) opposite Nos. 34 to 40 Queens Road; (B) outside and north-east of Nos. 19 to 27 Queens Road; (C) outside Nos. 39 to 47 Queens Road; and

(D) outside Nos. 85 to 95 Queens Road; and

(d) in Queens Road E17 relocated a part-footway disabled persons parking place to be fully on the carriageway on the north-west side, outside Nos. 16 and 18 Queens Road;

3. Copies of the Orders, which will come into operation from 12th August 2021 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing

traffic.scheme@walthamforest.gov.uk

or visiting the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at:

4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
