The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. *) Order 2021
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to allow for the provision of secure bicycle parking structures ("units") on the highway In the following roads:

(i) Albert Road E17 outside 108 Albert Road (extending from the boundary of the tree and drain).

(ii) Albert Road E10 outside 226 Albert Road (extending form the boundary of Nos. 224 and 226).

(iii) Bakers Avenue E17 outside 15 Bakers Avenue (extending from the boundary of Nos. 17 and 15).

(iv) Bramley Close E17 outside 118 Bramley Close (extending from the boundary of Nos. 120 and 118).

(v) Brookfield Avenue E17 outside 21 Brookfield Avenue (extending form the boundary of Nos. 22 and 21).

(vi) Brookfield Avenue E17 outside 49 Brookfield Avenue (extending form the boundary of Nos. 48 and 49).

(vii) Brunswick Road E10 outside 6 Brunswick Road (extending from the the boundary of Nos. 4 and 6).

(viii) Bulwer Court Road E11 outside Bulwer Court entrance 3-10 (extending from the boundary with driveway entrance)

(ix) Burghley Road E11 outside 11 Burghley road extending between the free and rain

(x) Capworth Street E10 outside No 49 Capworth Street (extending from boundary of Nos. 13 and 11 St Matthews Court)

(xliii) Waterloo Road E10 outside 37 Waterloo Road (extending from the boundary of Nos. 39 and 37).

(xliv) Woodend Road E17 outside 19 Woodend Road (extending from the boundary of Nos. 21 and 19).

*[Note: If these proposals were to go ahead then it is intended that any proposal In a location referred to in this Notice that Is within an experimental CPZ would not proceed until such time and under such circumstances as the provisions of the experimental Traffic Order for the CPZ in question were continued in force Indefinitely by way of a permanent Traffic Order. Roads that are currently within an experimental CPZ are Indicated with '*']
Note: The Orders are necessary to make space for the provision of secure bicycle parking structures (as authorized under section 63 of the Road Traffic Regulation Act 1984 for residents who do not have the space and/ or ability to securely park bicycles in or within a reasonable distance from their home. The proposed parking spaces to be displaced will default to a single yellow line waiting restriction where the cycle hangar will be provided. The displaced parking space of 3 metres at any location proposed may be relocated to an alternative permit parking location within a 50-metre of the original proposal on that same road.

3. A copy of each of the Orders, the Council's statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and other measures can be inspected until the end of a period of 6 weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, on request by either emailing

4. Any person desiring to object to the proposals or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to; Traffic Orders, Highways, Low Hall, Argall Avenue, London E10 7AS, or by emailing

, quoting scheme reference T28(21) - Cycle Hangars 2021 (Batch 11) by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
