20 M.P.H. ZONE - VARIOUS TRAFFIC CALMING MEASURES– (T31B(21))

1. NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999 as amended, proposes to:


(a) introduce new speed humps in: College Gardens (COL) between (1) Nos.4 and 8 COL (x1), (2) Nos. 18 and 22 COL (x1), (3) Nos. 34 and 40 COL and (4) Nos. 60 and 68 COL;


(b) *introduce a raised speed table at either a ‘T’ junction intersection, standalone at a junction (to control entry/exit speed):
i. Hall Lane (HAL) - between Nos. 14 and 18 HAL (standalone table);
ii. Hall Lane (HAL) - between (1) Nos. 112 and 130 HAL and *into Hall Gardens, and (2) Nos. 158 and 170 HAL and *into Waverley Avenue (T’ intersection tables);
iii. Mansfield Hill (MAN) - between (1) Nos. 73 and 79 MAN and *into College Gardens and (2) No. 24 MAN and the rear of No. 4 Echo Heights and *into Mount Echo Drive (T’ intersection tables);
iv. Mansfield Hill (MAN) - between (1) Nos. 37 and 41b MAN and (2) Nos. 4 and 6 MAN (standalone tables);
v. Old Church Road (OLD) - between (1) Nos. 258 and 268 OLD, (2) between Nos. 95 and 97 OLD, and (3) between Nos. 63 and 66 OLD (standalone tables) (note: items v.(2) and v.(3) are at junctions that have Copenhagen crossings (see item 1(d));
vi. Old Church Road (OLD) - between (1) Nos. 165 and 167 OLD and *into Wellington Avenue (T’ intersection table);
vii. Sewardstone Road (SEW) between Nos. 26 and 34 SEW (standalone table);
viii. The Ridgeway (RID) – between Nos. 104 and 110 RID (standalone table); and
ix. The Ridgeway (RID) – between (1) Nos. 75 and 77 RID and *into Bosgrove; (2) Nos. 47 and 53 RID and *into College Gardens and (3) Leeview Court and No. 27 RID and *into St Egberts Way (T’ intersection tables);


(c) *introduce a raised speed table on an existing zebra crossing in:
i. Old Church Road (OLD) between (1) Nos. 253 and 257 OLD; (2) outside No. 121 OLD; (3) between Leadale Avenue and No. 133 OLD and (4) between Nos. 35 and 41 OLD;
ii. Hall Lane (HAL) – between Nos. 82 and 86 HAL; and
iii. The Ridgeway (RID) – between (1) Nos. 126 and 128 RID and (2) Nos. 45 and 53 RID


(d) **introduce a Copenhagen style blended crossing in the following roads at their respective junctions with Old Church Road:
i. Alpha Road
ii. Salisbury Road
iii. Mount Avenue
iv. Templeton Avenue


Note:
*unless otherwise stated raised table plateaux lengths will range between 6 and 38 metres including the gradients;


NB/ **Copenhagen Style blended crossings will be built over any waiting restrictions situated at the junction of all roads mentioned in item 1(d) with Old Church Road. Parking on a Copenhagen styled crossing or on any raised section of highway above the existing highway is a contravention and is prohibited under section 86 of The Traffic Management Act 2004 (exceptions apply).


NB/  All road/speed humps, speed tables or Copenhagen style blended crossing mentioned in this Notice would be elevated sections of carriageway, between 75 and 100 millimetres higher at their highest point than the surrounding carriageway, or at an equal level with the surrounding pavement and extending across the full width of the carriageway, including the gradients. All blended crossing, road/speed humps and table lengths mentioned in this notice above include the gradients.


2. FURTHER NOTICE IS HEREBY GIVEN that the Council proposes to make the above-mentioned Order under sections 84 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended to:


a. Introduce a 20-m.p.h. speed limit covering the roads or parts of roads mentioned in the Schedule to this Notice (in the case of all roads mentioned this would be reducing the speed limit from 30 m.p.h. except where specified in the Schedule); and
b. Reduce the 40-m.p.h. speed limit in that part of Lea valley Road situated in the London Borough of Waltham Forest between its borough boundary with Enfield and a point 86 metres south-east of that said boundary to 30-m.p.h.;


3. A copy of the Order, the Council’s statement of reasons for proposing to make the Order and plans showing the locations and effect of the Order and other measures can be inspected until the end of a period of 6 weeks from the date on which the Orders are made, the hump measures are implemented or, as the case may be, the Council decides not to make the Orders or proceed with the hump measures, on request by either emailing traffic.scheme@walthamforest.gov.uk, or visiting (*by appointment) the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: https://www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.


4. Any person desiring to object to or to make any other representation with regards to the measures set out in items 1 above, or the Order mentioned in item 2 above should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS or by emailing: traffic.scheme@walthamforest.gov.uk quoting reference T31b(21) – Mansfield and West Chingford Areas E4 – 20 m.p.h. speed limit zone by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
