WAITING AND LOADING RESTRICTIONS, CONTROLLED ZONE PARKING PLACE PROVISION AND AMENDMENTS, LOADING SPACE AND CAR CLUB PROVISION, MINOR CORRECTION TO EXISTING ORDERS TO ACCURATELY REFLECT PROVISIONS EXISTING ON THE HIGHWAY AND 20 M.P.H. SPEED LIMIT ZONE EXTENSION AND CONTRAFLOW CYCLING (T43(21))

Zone) (Green Ferry Way E17) (No. *) Speed Limit Order 202* The Waltham Forest (Prescribed Routes) (Verulam Avenue E17) Traffic Order 202*

1.
NOTICE IS GIVEN that the Council proposes to make the above-mentioned Orders under sections 6, 45, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be in:

(a) Devonshire Road (DV) E17 - south-east side - convert 4.5 metres single yellow line no waiting restriction outside Nos. 53 DV and replace with parking space for QB permit holders only operating Mon-Fri 8am to 12.30pm and 2.30pm to 6.30pm and Sat 8am to 6.30pm (redundant dropped kerb);

(b) Steele Road (ST) E11 - north-east side - convert 6.6 metres of permit parking space outside Nos. 10 and 12 ST to a disabled persons parking place operating "at any time";

(c) Mount Avenue E4 - south side - introduce a 'pay by phone parking place (cashless parking) operating Mondays to Fridays 10am to 1 pm and 2pm to 4pm Mondays to Fridays with a maximum stay of 3hrs and no return within 3 hours outside the north facing boundary of No. 79 Old Church Road:

(d) Forest Drive West (FDW) E11 - south-east side - convert 6.4 metres of permit parking space to a single yellow line no waiting restriction (syl) (extending the existing syl) outside Nos. 78 DV operating Mon to Fri 8am to 6.30pm inclusive (provision of dropped kerb);

(e) Wallwood Road (WL) E11 - north-west side - convert 6.5 metres of permit parking space to a single yellow line no waiting restriction outside Nos. 12 WL operating Mon to Fri 10am to 4pm Inclusive (provision of dropped kerb);

(f) Lea Bridge Road (LBR) - south-east side - convert 22 metres of double yellow line "at any time" waiting and loading restrictions outside No. 584c LBR to a 'pay by phone parking place (cashless parking) operating Mondays to Saturdays 8am to 1 pm and 2pm to 6.30pm with a maximum stay of 3hrs and no return within 3 hours (short stay parking);

(g) Verulam Avenue E17 - to prohibit vehicular traffic travelling in either Tudor Court or Acacia Road to enter Verulam Avenue where entry to Verulam Avenue from any of those roads Is prohibited by a no-entry sign plate; except cycles;

(h) In Green Ferry Way (GFW) E17 - Introduce Into highway adopted by the Council under section 38 of The Highways Act 1980:

a. a restricted parking zone operating "at any time" in the whole of Green Ferry Way where loading and unloading would be restricted "at any time";

b. both sides - "at any time" waiting and loading restrictions between Its junction with Forest Road northwards for a distance of 12 metres;

c. a speed limit of 20 m.p.h. in Green Ferry Way;

d. east side - a "Car Club parking place (no loading allowed) from a point approximately 16 metres south of its northern extremity of GFW southward for a distance of 16 metres;

e. east side - a Loading place with a maximum stay of 30 minutes and no return in 2 hours from a point approximately 57 metres south of Its northern extremity of GFW southward for a distance of 16 metres; and

f. east side - a Goods Vehicle loading place operating "at any time" with a maximum stay of 30 minutes and no return In 2 hours from a point approximately 55 metres north of GFW junction with Forest Road northward for a distance of 22 metres;

all operating "at any time" throughout the week

'The parking charges for the use of the new 'pay by phone' parking places referred to in Item 2(c) and 2(f). preceding are as follows.

"Each car club parking space would be available only for use by car club vehicles which are part of a car hiring scheme run by a Council approved Car Club operator.
[Note: The Car Club operator's vehicles are vehicles available for hire by users of the car share scheme operator. The Organisations that operate Car Club vehicles pay the Council a fee for the use of the parking places and this fee is passed on to the Car Cub operator's users as part of the hire charge.]

FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned In Item 1 propose to make minor corrections to existing orders In relation to certain provisions or restrictions already on the highway, namely In-

a) Lamorna Close E17 - both sides - double yellow line "at any time" waiting restrictions at its junction with Hale End Road for a distance of 8 metres;

b) Devonshire Road E17 - south-west side - a single yellow line waiting restrictions operating Mon-Fri 8am to 12.30pm and 2.30pm to 6.30pm and Sat 8am to 6.30pm In place of permit parking space for a distance of 5 metres outside Nos. 53 and 55 DV (these will be corrected alongside the proposals mentioned in item 2(a) preceding; and

c) Mount Avenue E4 - south side - double yellow line "at any time" waiting restrictions from its junction with Old Church Road (extended kerb line) eastward for approximately 42 metres (these will be changed alongside the proposals mentioned in item 2(c) preceding; and

d) Fomallse by order the existing no-entry prohibitions In Verulam Avenue

Please note that no changes will be made to the highway except In Verulam Avenue where existing signs may be supplemented by an exemption for cyclists as proposed in item 2(g) proceeding.
