SCHOOL STREETS SCHEMES - PEDESTRIAN AND CYCLE ZONE IN STREETS IN THE VICINITY OF: DAVIES LANE PRIMARY SCHOOL E11, GEORGE TOMLINSON PRIMARY SCHOOL E11, HILLYFIELD PRIMARY ACADEMY (HILL SITE) E17, HILLYFIELD PRIMARY ACADEMY (PARK SITE) E17 AND SOUTH GROVE PRIMARY SCHOOL E17 AND CHANGES TO PARKING PLACES AND WAITING RESTRICTIONS IN CAZENOVE ROAD E17 AND VERNON ROAD E11 The Waltham Forest (Prescribed Routes) (Pedestrian and Cycle Zones) (Amendment No. 3)

The Waltham Forest (Charged-For Parking Places) (Amendment No. 118) Order 2022 The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 118) Order 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest (the Council) on 24th February 2022 made the above-mentioned Traffic Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders will be to continue Indefinitely the provisions of: The Waltham Forest (Prescribed Routes) (Pedestrian and Cycle Zones) (No. 1) Experimental Traffic Order 2020; The Waltham Forest (Charged-For Parking Places) (Amendment No. 63) Experimental Traffic Order 2020; and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 63) Experimental Traffic Order 2020 which by way of an experiment:

(a) banned motor vehicles in the vicinity of:

i. Davies Lane Primary School E11 - from entering any part of: Barclay Road E11 -between the eastern kerb-line of High Road Leytonstone and its junction with Mornington Road; Bushwood E11 - the western arm, between Its junction with Mornington Road and Its eastern carriageway extremity; Cotton Close E11; Davies Lane E11 - between the common boundary of Nos. 5 and 7 Davies Lane and Its eastern extremity; Ferndale Road E11; Lister Road E11 - between the western boundary of No. 1 Lister Road and its junction with Mornington Road; Malvern Road E11; Michael Road E11 - between the western boundary of No. 2 Michael Road and its junction with Mornington Road; Montague Road E11 - between its junction with Ferndale Road and the southern kerb-line of Malvern Road E11; and Mornington Road E11 - between the northern kerb-line of Barclay Road and its southern extremity;

ii. Georoe Tomlinson Primary School E11 - from entering any part of - Burghley Road E11; Harold Road E11; Harrington Road E11; and Vernon Road E11 - between the eastern boundary of No. 1 Vernon Road and its junction with Harrington Road;

iii. Hillvfield Primary Academy (Hill Sits) E17 - from entering any part of - Higham Place E17; Hlgham Street E17 - between Its junction with Higham Hill Road and the south-western kerb-line of Chamberlain Place; and Oatland Rise E17;

iv. Hillvfield Primary Academy (Park Site) E17 - from entering any part of - Aveling Park Road E17 - (1) the main arm, between the north-western kerb-line of Evesham Avenue and its junction with Cazenove Road, and (2) the arm leading to Hillyfield Primary Academy (Park Site); Cazenove Road E17 - between its junction with Aveling Park Road and the eastern boundary of No. 2 Cazenove Road; and Marten Road E17; and

v. South Grove Primary School E17 - from entering any part of - Ashford Close E17; Callis Road E17; Campus Road E17; Gosport Road E17 - between its junction with Ringwood Road and the common boundary of Nos. 121 and 123 Gosport Road; Ringwood Road E17 - between the south-western boundary of Nos. 2-8 Ringwood Road and its junction with Gosport Road; and Tennyson Road E17, by providing in those roads (or parts of roads) a pedestrian and cycle zone operating between 8.30 a.m. and 9.30 a.m. and between 3.00 p.m. and 4 p.m. on Mondays to Fridays, when signs are shown.

(b) removed a free limited stay parking place and reduced an 'LPN' permit parking place on the north side of Cazenove Road E17 immediately west of its junction with Chingford Road E17 and extended double yellow line 'at any time' waiting restrictions from the western kerb-line of Chingford Road to the eastern boundary of No. 2 Cazenove Road (approx. 32 metres); and

(c) reduced an existing limited stay and 'pay by phone' parking place on the north side of Vernon Road E11 at the side of No. 729 High Road Leytonstone and replaced with 'at any time' waiting restrictions for approximately 8 metres.
More specific details of the above-mentioned provisions are contained in the notice of making of the original experimental traffic orders advertised in the East London and West Essex Guardian dated 10th September 2020 and 22nd October 2020 respectively.

3. All motor vehicles, except permit holders:

(a) SC5, will continue to be prohibited from entering the pedestrian and cycle zone, specified in item 2(a)i. above; and

(b) SC6, will continue to be prohibited from entering the pedestrian and cycle zone specified in item 2(a)ii. above

(c) SC7, will continue to be prohibited from entering the pedestrian and cycle zone specified in item 2(a)iii. above;

(d) SC8, will continue to be prohibited from entering the pedestrian and cycle zone specified in item 2(a)iv. Above; and

(e) SC9, will continue to be prohibited from entering the pedestrian and cycle zone specified in item 2(a)v. above;

During the hours specified in item 2.
Permits allowing vehicles to enter each pedestrian and cycle zone will be available to residents of and employees of businesses and organisations at premises located within or accessible only from those pedestrian and cycle zone, and to disabled person's badge holders who have a bona fide reason to enter or leave a vehicle in that pedestrian and cycle zone, by application to the Council.

4. Copies of the Orders, which will come into operation from 24th February 2022 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing

5. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
