PERMANENT MAKING OF EXPERIMENTAL CLOSURES TO VEHICULAR TRAFFIC IN DUDLEY ROAD AND CHANDOS AVENUE; REMOVAL OF PARKING PLACES AND ONE-WAY SYSTEM; PROVISION OF WAITING AND LOADING RESTRICTIONS - BEACONTREE AVENUE, CLIFFORD ROAD, FARNAN AVENUE, FOREST ROAD, FULBOURNE ROAD, HALE END ROAD, KINGSLEY ROAD AND ST. JOHNS ROAD; AND PROVISION OF LOADING BAYS - KINGSLEY ROAD AND ST. JOHNS ROAD - E17 STREETS

The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 132) Order 2022.


1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 19th May 2022 made the above-mentioned traffic orders under sections 6,45,46,49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the orders will be to continue indefinitely the provisions of The Waltham Forest (Prescribed Routes) (Dudley Road and Chandos Avenue) (No. 1) Experimental Traffic Order 2020, The Waltham Forest (Charged-For Parking Places) (Amendment No. 68) Experimental Order 2020 and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 68) Experimental Order 2020 which, -

(a) within the two sections of Forest Road (1) between the party wall of Nos. 629 and 631 Forest Road and the western boundary of No. 951 Forest Road; and (2) between Beacontree Avenue and Woodford New Road:

(i) converted all single yellow line waiting restrictions to no waiting 'at any time" restrictions (double yellow lines); and

(ii) provided no loading 'at any time" restrictions (double kerb blip markings), except on north-west side, outside Nos. 795 to 813 Forest Road and outside Nos. 839 to 847 Forest Road, where the existing loading restrictions would continue to apply;

(b) converted all single yellow line waiting restrictions to no waiting "at any time" restrictions (double yellow lines) and provided no loading 'at any time" restrictions (double kerb blip markings in the following lengths of road (being lengths of road having junctions with Forest Road A503):

(i) Faman Avenue: (1) west side, for 7 metres north of the northern kerb-line of Forest Road; and (2) east side, for 11 metres north of the northern kerb-line of Forest Road;

(ii) St. Johns Road: (1) west side, for 15 metres north of the northern kerb-line of Forest Road; and (2) east side, for 28.5 metres north of the northern kerb-line of Forest Road;

(Hi) Clifford Road: (1) west side, for 18 metres north of the northern kerb-line of Forest Road; and (2) east side, for 12.5 metres north of the northern kerb-line of Forest Road;
(iv) Kingsley Road: both sides, for 7 metres north of the northern kerb-line of Forest Road;

(v) Fulbourne Road: west side, for 12 metres north of the northern kerb-line of Forest Road;

(vi) Hale End Road: both sides, for 5 metres north of the northern kerb-line of Forest Road; and

(vii) Beacontree Avenue: east side, for 11 metres north of the northern kerb-line of Forest Road.

(c) on the west side of St. Johns Road, provided a loading bay that would operate between 7am and 7pm on Mondays to Saturdays inclusive, extending northwards from a point 15 metres north of the northern kerb-line of Forest Road for 10 metres;

(d) on the east side of Kingsley Road, provided a loading bay that would operate between 7am and 7pm on Mondays to Saturdays inclusive, extending northwards from a point 7 metres north of the northern kerb-line of Forest Road for 10 metres, replacing 10 metres of pay by phone parking space;

(e) in Dudley Road

(i) closed to motor vehicular traffic (including motorcycles, not including pedal cycles) the full width of the highway between a point 4 metres west of the western kerb-line of Chingford Road and a point 5 metres west of that kerb-line;

(ii) removed the oneway system between Bedford Road and Chingford Road, allowing two-way traffic between Bedford Road and the closure referred to in paragraph 2(e)(i) above;

(iii) provided double yellow line "at any time" waiting restrictions across the west facing end of the closure mentioned in paragraph 2(e)(i) above, at 90 degrees to the north and south kerb lines; and

(iv) north side - suspended permit parking space for a total of 10 metres adjacent to No. 97 Chingford Road and replace with double yellow line "at any time" waiting restrictions; and

(v) south side - suspended permit parking space for a total of 9.5 metres adjacent to No. 95 Chingford Road and replace with double yellow line "at any time" waiting restrictions; and

(f) in Chandos Avenue

(i) closed to motor vehicular traffic (including motorcycles, not including pedal cycles) the full width of the highway between a point 4 metres east of the eastern kerb-line of Chingford Road and a point 5 metres east of that kerb-line (all vehicular traffic will be prohibited from proceeding or entering); and

(ii) provided double yellow line "at any time" waiting restrictions across the east facing end of the closure mentioned in paragraph 2(f)(i) above, at 90 degrees to the north and south kerb lines.

3. Copies of the Orders, which will come into operation from 19* May 2022 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@

4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court
