NOTICE IS HEREBY GIVEN that the Council of the London Borough of Haringey on 2nd August 2022 made the above mentioned Orders under sections 9,10 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

THE GENERAL EFFECT OF THE EXPERIMENTAL ORDERS
will be:-

1. To introduce Prohibition of Motor Vehicles except permit holders X1A as part of the Low Traffic Neighbourhood on the following roads:

o Queen's Road N11 from the north-eastern property boundary of No.28 to its junction with Bounds Green Road.

2. To introduce Prohibition of Motor Vehicles except permit holders X1B as part of the Low Traffic Neighbourhood on the following roads:

o Nightingale Road N22 from its junction with Finsbury Road to the eastern kerb line of Clarence Road.
o Whittington Road N22 outside No.61 to the shared property boundary of No.57/59.
o Marlborough Road N22 from the southern kerb-line of Myddleton Road, south for 7.5 metres.
o Palmerston Road N22 at point in line with the southern kerb of Myddleton Road.

3. To introduce Prohibition of Motor Vehicles except permit holders X1C as part of the Low Traffic Neighbourhood on the following roads:

o Gordon Road N11 at its junction with Bounds Green Road.
o Passmore Gardens N11 at its junction with the south-western kerb line of The Drive. Those eligible to apply for a permit include the following:

(a) One motor vehicle nominated by a person who holds a valid disabled badge living within the Bounds Green LTN or on the immediate boundary of it;

(b) to any motor vehicles authorised by Haringey Council for the transport of a person with special education needs and disabilities (SEND) to facilitate home to school transport;

(c) to any motor vehicles authorised by Haringey Council services and commissioned services transporting people with a disability and Transport for London's Dial-a-ride service;

(d) to any other motor vehicles required for urgent safety matters with the permission of the Council.

(e) to any motor vehicle with individual circumstance to drive through a designated filter and with the written permission of the Council, provided that any condition or requirements imposed are being complied with.

4. To make the following changes to moving restrictions as part of the Low Traffic Neighbourhood:

i. To amend the existing No entry on Queen's Road N11 at its junction with Bounds Green Road to permit access for cyclists.

ii. To add an exemption for cyclists to the existing One Way restriction on Queen's Road N11 from the north eastern property boundary of No.28 to its junction with Bounds Green Road.

iii. To amend the existing no left turn restriction on Bounds Green Road in to Queen's Road to permit access for cyclists.

iv. To introduce a Prohibition of Motor Vehicles except for access on Clarence Road N22 from its junction with Nightingale Road to its junction with Truro Road.

v. To introduce a Prohibition of Motor Vehicles on Truro Road N22 from its junction with Finsbury Road to a point 19.4 metres east of the eastern kerb of Clarence Road.

vi. To introduce a Prohibition of Motor Vehicle on Blake Road N11 from the south western kerb line of Churston Gardens, north east to north eastern kerb line of Lynton Gardens.

vii. To introduce a Prohibition of Motor Vehicle on Rhys Avenue N11 from a point 1.5 metres north west of its junction with Durnsford Road, north west for 11.8 metres.

viii. To remove the existing left turn only and banned right turn restriction on Whittington Road N11 thereby allowing vehicles to turn right on to Bounds Green Road.

5. To amend the following waiting, loading and parking restrictions as part of the Low Traffic Neighbourhood:

i. To replace existing Permit bays with double yellow lines on Finsbury Road N22 outside No.54 to No.58 (8.4 metres in length).

ii. To extend the existing double yellow lines on both sides of Truro Road N22, this will replace 2 of the white zigzags located 19.4 metres east of Clarence Road (northern kerb 5 metres and southern kerb 4.5 metres in length).

iii. To remove the Resident bay on Whittington Road N22 outside No.59.

iv. To introduce double yellow lines on Whittington Road N22 outside No.61 to the shared property boundary of No.57/59 (9.5 metres in length).

v. To remove the Resident bay on Whittington Road N22 adjacent to No.143 Myddleton Road (Mum's bistro), a length of 10.9 metres.

vi. To introduce double yellow lines on Whittington Road N22 adjacent to No.143 Myddleton Road (Mum's bistro) a total of 15.3 metres in length. This will replace the existing Resident Bay.

vii. To replace the existing Loading Bay on Marlborough Road N22 with Pay by Phone bay and reduce to a length of 10 metres adjacent to No.77 Myddleton Road.

viii. To introduce double yellow lines on Marlborough Road N22, a length of 9.5 metres adjacent to No.77 Myddleton Road.

ix. To reduce the length of the existing shared use bay to 10 metres on Marlborough Road N22 adjacent to No.79 Myddleton Road.

x. To introduce double yellow on Marlborough Road N22, a length of 9 metres adjacent to No.79 Myddleton Road.

xi. To replace the existing Pay by Phone bay on Myddleton Road N22 with Loading bay operating Mon-Sat 9am-6pm outside No.75 to No.69 inclusive (19.5 metres in length).

xii. To replace a 5 metre section of Permit Bay with double yellow lines on Myddleton Road N22 outside No.44.

xiii. To replace 9.6 metres of single yellow line with double yellow lines on Gordon Road N11 outside No.137

xiv. To replace 8.3 metres of Resident Bay with double yellow lines on Gordon Road N11 opposite No.137

xv. To replace 7.2 metres of Resident Bay with double yellow lines on Passmore Gardens N11 outside 1-9 Warwick Court.

xvi. To replace 9 metres of Resident Bay with double yellow lines on Passmore Gardens N11 outside 10-12/14-19 Warwick Court.

DATE OF OPERATION: The Orders will come into operation on 15th August 2022 and is due to last for a maximum of 18 months.

The Orders provide that in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the delegated authority of the London Borough of Haringey, or some person authorised in that behalf, may if it appears essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the Orders or any provision thereof.
The Council will be considering in due course whether the provisions of the Orders should be continued in force indefinitely by means of permanent Orders made under the relevant sections of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the above mentioned Orders came into force or, if the Orders are varied by other Orders or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Traffic Management Group, River Park House, 1 st floor, 225, High Road, Wood Green, N22 8HQ, or via the online portal https://consultation.appyway.com/haringey or by email to TMO@haringey.gov.uk quoting reference 2022-T18.

Copies of the Orders, of the Council's statement of reasons for making the Orders, together with plans showing the location and effect of the Orders may be either: inspected by appointment at the Reception Desk, Alexandra House, 10 Station Road, Wood Green, London N22 7TR; or viewed online at https:// www.haringey.gov.uk/parking-roads-and-travel/roads-and-streets/traffic-management-orders/list-traffic-management-orders-2022#Made  or alternatively on https://consultation.appyway.com/haringey; from the date of this Notice until the end of a period of six weeks from the date on the Orders are made, or the Council decides not to make the Orders.

If any person wishes to question the validity of the Orders or of any of its provisions on the grounds they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
