THE A12 GLA ROAD (EASTERN AVENUE, LONDON
BOROUGH OF REDBRIDGE) (TEMPORARY PROHIBITION OF TRAFFIC, BANNED TURN AND 30 MPH SPEED LIMIT) ORDER 2017
1. Transport for London hereby gives notice that it has made the above named Traffic Order under section 14(1) of the Road Traffic Regulation Act 1984 for the purpose specified in paragraph 2. The effect of the Order is summarised in paragraph 3.
2. The purpose of the Order is to enable pedestrian crossing works to take place on the A12 Eastern Avenue.
3. The effect of the Order will be to prohibit any vehicle from:
(1) turning right from the A12 Eastern Avenue (eastbound) into Barley Lane;
(2) turning right from the A12 Eastern Avenue (westbound) into Hainault Lane;
(3) turning left from Hainault Road into the A12 Eastern Avenue;
(4) turning right from Hainault Road into the A12 Eastern Avenue;
(5) proceeding directly in either direction between Hainault Road and Barley Lane at its junction with the A12 Eastern Avenue.
(6) exceeding a speed of 30 mph on both carriageways of the A12 Eastern Avenue between its junctions with Aldborough Road North and Somerville Road.

The Order will be effective between 9th January 2017 and 14th April 2017 every night from 08:00 PM to 05:00 AM for article 3 (1) to (5) above only from 08:00 PM on 9th January 2017 and 05:00 AM on 14th April 2017 for article 3 (6) above only or when those works have been completed, whichever is the sooner. The prohibition will apply only during such times and to such extent as shall from time to time be indicated by traffic signs.
4. The prohibitions will not apply in respect of:

(1) any vehicle being used for the purposes of those works or for fire brigade, ambulance or police purposes;
(2) anything done with the permission or at the direction of a police constable in uniform or a person authorised by Transport for London.

5. At such times as the prohibition is in force an alternative route will be indicated by traffic signs via: (for closure of Barley Lane) A12 Eastern Avenue, Whalebon Lane North, High Road to normal route of travel, (traffic wishing to access Hainault Road via A12 Eastern Avenue) A12 Eastern Avenue, Aldborough Road North Road, Painters Road to Normal route of travel, (traffic wishing to acces Hainault Road from Barley Lane) follow the above diversion route, (traffic wishing to access A12 Eastern Avenue (eastbound) via Hainault Road) Barley Lane, High Road, Whalebone Lane North to normal route of travel, (traffic wishing to access A12 Eastern Avenue (westbound) via Hainault Road) A12 Eastern Avenue (eastbound), Whalebone Lane North, High Road, Barley Lane to normal route of travel, (traffic wishing to access Barley Lane from Hainault Road) follow the above diversion route.
