THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.*) ORDER 20** THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.*) ORDER 2018
NOTICE IS HEREBYGIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6, 45, 46, 46A,49, 51 to the Road Traffic Regulation Act 1984 and all other enabling powers.
In order to effectively manage kerbside space in the Colindale and Burnt Oak areas and deter commuter-type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the affected area, it is proposed to introduce aControlled Parking Zone in certain roads in those areas, and increase the operational hours of the existing Colindale Controlled Parking Zone from between 2pm and 3pm, Mondays to Fridays, to between 8am and 6.30pm, Mondays to Fridays. 1. The general effect of theCharged-forParkingPlaces Order would be to:
(a) introduce parking places for the use of residents and their visitors in the roads listed in Schedule 1tothis Notice.

(b) provide that the parking places referred to in (a) above would operate between 8amand 6.30pm Monday to Friday,during which motorists wouldberequired to have avalid resident's permit associated with their vehicle, or have avisitor voucher displayed

in their vehicle, to be entitled to park in the parking places.
(c) introduce parking places for the use of residents and their visitors in the roads listed in Schedule 2tothis Notice.

(d) provide that the parking places referred to in (c) above would operate between 9am and 4pm Monday to Friday,during which motorists would be required to have avalid resident's permit associated with their vehicle, or have avisitor voucher displayed in their vehicle, to be entitled to park in the parking places.

(e) introduce resident permit holders only 'Past this point' parking areas in the roads listed in Schedule 3tothis Notice.

(f) provide that the resident permit holders only 'Past this point' parking areas referred to in (e) above would operate between 9am and 4pm Monday to Friday,during which vehicles would be required to have purchased avalid permit or have avisitor voucher displayed in their vehicle to be parked in the 'Past this point' parking area.

(g) introduce 'pay by phone' payment parking places with a maximum stay of 3hours in Montrose Avenue HA8 and The Greenway HA8.

(h) provide that the parking places referred to in (g) above would operate between 8am and 6.30pm, Monday to Friday, during which motorists would be required to pay the requisite tariff to be entitled to park in the parking places.

(i) introduce shared-use resident permit and 'pay by phone' payment parking places in Silkstream Road HA8

(j) provide that the parking places referred to in (i) above would operate between 8am and 6.30pm, Monday to Friday, during which motorists would be required to have avalid resident's permit associated with their vehicle, or have avisitor voucher displayed in their vehicle, or pay the requisite tariff to be entitled to park in the parking places.
(k) introduce shared-use business permit and 'pay by phone' payment parking places in The Greenway NW9
(l) provide that the parking places referred to in (k) above would operate between 8am and 6.30pm, Monday to Friday, during which motorists would be required to have avalid business permit displayed in their vehicle, or pay the requisite tariff to be entitled to park in the parking places.
(m) introduce shared-use business permit and 'pay by phone' payment parking places in The Hyde NW9
(n) provide that the parking places referred to in (m) above would operate between 10am and 4pm, Monday to Friday,during which motorists would be required to have avalid resident permit displayed in their vehicle, or pay the requisite tariff to be entitled to park in the parking places.
(o) introduce shared-use resident permit and 'pay by phone' payment parking places in Booth Road NW9
(p) provide thatthe parking places referred to in (o) above would operate between 9am and 4pm, Monday to Friday,during which motorists would be required to have avalid business permit associated with their vehicle, or pay the requisite tariff to be entitled to park in the parking places.
(q) introduce shared-use resident permit and 'pay by phone' payment parking places in Lanacre Avenue NW9
(r) provide thatthe parking places referred to in (q) above would operate between 8am and 6.30pm, Monday to Friday,during which motorists would be required to have avalid resident's permit associated with their vehicle, or haveavisitor voucher displayed in their vehicle, or pay the requisite tariff to be entitled to park in the parking places.
(s) introduce 'pay by phone' payment parking places with a
maximum stay of 3hours in Lanacre Avenue NW9 and Grahame Park WayNW7/NW9
(t) provide thatthe parking places referred to in (s) above would operate between 9am and 4pm, Monday to Friday,during which motorists would be required to pay the requisite tariff to be entitled to park in the parking places.
(u) introduce shared-use resident permit, business permit and 'pay by phone' payment parking places in Grahame Park WayNW7/ NW9, Corner Mead NW9 and Great Strand NW9
(v) provide that the parking places referred to in (u) above would operate between 9am and 4pm, Monday to Friday,during which motorists would be required to have avalid resident's permit associated with their vehicle, or have abusiness permit or visitor voucher displayedintheir vehicle, or pay the requisite tariff to be entitled to park in the parking places.
(w) introduce shared-use resident permit, business permit and 'pay by phone' payment parking places with amaximum stay of 3hours in Grahame Park WayNW7/NW9 and Great Strand NW9
(x) provide that the parking places referred to in (w) above would operate between 9am and 4pm, Monday to Friday,during which motorists would be required to have avalid resident's permit associated with their vehicle, or have abusiness permit or visitor voucher displayedintheir vehicle, or pay the requisite tariff to be entitled to park in the parking places.
(y) introduce shared-use business permit and 'pay by phone' payment parking places with amaximum stay of 3hours in Grahame Park WayNW7/NW9
LONDON BOROUGH OF BARNET
(z)provide that the parking places referred to in (y) above would operate between 9am and 4pm, Monday to Friday,during which motorists would be required to have avalid business permit displayed in their vehicle, or pay the requisite tariff to be entitled to park in the parking places.
(aa) introduce parking places for the use of business permit holders in Greenway Gardens NW9
(bb) provide thatthe parking places referred to in (aa) above would operate between 8am and 6.30pm, Monday to Friday, during which motorists would be required to have avalid business permit displayed in their vehicle
(cc) provide thatresidents residing in the range of addresses detailed in the Schedule 4tothis notice would be eligible to purchase resident's permits and vouchers which would enable that motorist to park their vehicle without limitation during the operational hours of the parking places and Past this Point parking areas referred to in (a), (c), (i), (q), (u) and (w) above asappropriate.
(dd) provide that retail-trade businesses operating in the range of addresses detailed in the Schedule 4tothis notice would be eligible to purchase business permits which would enable the motorist to park their vehicle without limitation during the controlled hours in the parking places referred to in (k), (m), (o), (u), (w), (y) and (aa) above.
(ee) provide that vehicles displaying avalid disabled badge or motorcyclists would be able to park in the parking places and 'Past this point' areas during their controlled periods without need to display apermit or voucher
2. Forthe parking places referred to in 1(i), 1(m) 1(o), 1(q) and 1(u) above, the following tariff will apply:

Up to 30 minutes: £0.65 Up to Ihour: £1.30 Up to 2hours: £1.95 Up to 3hours: £2.60 Over 3hours: £5.00
3. Forthe parking places referred to in 1(g), 1(s), 1(w) and 1(y) above, the following tariff will apply:

Up to 30 minutes: £0.65 Up to 1hour: £1.30 Up to 2hours: £1.95 Up to 3hours: £2.60
4. The Charged-for Parking Places Order would also have the following effects:

(a) increase the hours of operation of the resident permit parking places in Annesley Avenue NW9, Colindale Avenue NW9, Cecil Road NW9, Ajax Avenue NW9, Pasteur Close NW9, Booth Road NW9, Eagle Drive NW9, Harrier Road NW9, Falcon WayNW9 from between 2pm and 3pm,Mondays to Fridays, to between 8am and 6.30pm, Mondays to Fridays.

(b) Increase the hours of operation of the business permit parking places in Cecil Road NW9 from between 2pm and 3pm, Mondays to Fridays, to between 8am and 6.30pm, Mondays to Fridays

5. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order would be to:

(a) introduce Monday toFriday8am to 6.30pm waiting restrictions in the streets detailed in Schedule 1tothis notice :

(b) introduce MondaytoFriday9am to 4pm waiting restrictions in the streets detailed in Schedule 2tothis notice

(c)introduce Atany time waiting restrictions on certain lengths of the streets detailed in Schedules 1, 2and 3tothis notice
(d) introduce Atany time waiting restrictions on certain lengths of AvionCrescent NW9, Crossway NW9 and Rushgrove Avenue NW9, and at the junctions of Rushgrove Avenue, Crossway and Hillfield Avenue NW9; and Longfield Avenue, Burnham Close and Fakenham Close NW9

(e) introduce Monday to Friday 8am to 6.30pm waiting restrictions in Annesley Avenue NW9, Colindale Avenue NW9, CecilRoad NW9, Ajax Avenue NW9, Pasteur Close NW9,Booth Road NW9, Eagle Drive NW9, Harrier Road NW9, Falcon WayNW9 byupgrading the existing Monday to Friday 2pm to 3pm waiting restrictions

6. The Free Parking Places Order would also have the following effects: (a) introduction of Free ParkingPlace operative at all times, with a

maximum stay of10minutes, with no return to that parking place within atimeperiod of another one hour, onMontrose Avenue NW9 (b)introduction of electric vehicle parking places in Montrose Avenue NW9, Silkstream Road NW9, Bristol Avenue NW9 and Grahame Park WayNW7/NW9
(c) provision that the parking places referred to in (b) above would operate at all times for the purpose of allowing electric vehicles registered with the nominated provider,tobe connected to an adjacent recharging point for amaximum period offourhours, with no return to that parking placewithin atimeperiod ofanother two hours

(d) Introduction of car club parking places in The Greenway NW9, Bristol Avenue NW9, Grahame Park WayNW7/NW9 and Great Strand NW9

(e) provision that the parking places referred to in (d) above would operate at all times for the purpose ofallowing enable motorists to park vehicles registered with aCouncil approved carclub

(f)introduction of aGoods VehicleLoading Onlyplace on Avion Crescent NW9
(g)provision that the loading place referred to in (f) above would operate between 6am and 6pm, Mondays to Saturdays, for the purposes of allowing goods vehicles to load andunload, with a maximumstay of 2hoursand with no return to that loading place within atime periodofanother one hour Loading would be permitted in parking places referred to in 1and 4above, and on waiting restrictions referred to in5above, for upto40minutes provided that the loading/unloading activity was seen to be actively taking place.
