A man and his wife are scared for their lives following a three year campaign of harassment.

Adrian Jones, 48 and of Chingford, claims those living in the flat above his have been physically and verbally bombarding him and his wife, a trend which culminated in his wife having an unknown liquid thrown over her – twice.

Mr Jones fears that if his MP, Waltham Forest Council and Friday Hill Tenancy Management Organisation -the housing company in charge of his block – do not take responsibility soon, he could be killed.

Mr Jones said: “The council and tenancy management company blame each other and I’m stuck in the middle wondering what the hell is going on.

“It started with the noise, the neighbours banging around in the flat upstairs until 4am or 5am, mostly on weekends. It gets worse from Thursdays onwards.

“Then when we complained to the council they started following me and my wife home, calling us snitches. They once surrounded my wife on her way home from work late one night and she had to run into someone’s garden to get help.

“Then one day one of them threw an unknown liquid over my wife at the bus stop. She thought it was acid, she was screaming.”

Mr Jones says his front door has repeatedly been smashed, the glass above his door punched out, lumps of dirt thrown at his windows and both he and his wife have been repeatedly followed home late at night.

He first complained to Waltham Forest Council and the tenancy management company in charge of his estate about the incidents shortly after he moved in during May 2016.

Since then, he says the council and the housing company have been blaming each other for the issues and no-one is helping him or taking responsibility.

Mr Jones says he has reported all of the incidents to the police but has so far seen no solution.

The husband, who has lived in London on and off since 1990, has since had his case escalated with the help of MP Iain Duncan Smith to the Local Government Ombudsman, a national complaints department.

However, he has been told it could take up to another six months for them to reach a decision.

He has said that if things do not improve, he and his wife are considering moving out of Chingford, or even leaving the UK.

Mr Jones said: “We’ve been refused permission to install CCTV outside our flat. I have sent well over 100 emails to the council and TMO and they have repeatedly fobbed me off.

“The council is the ultimate landlord and the flats aren’t fit for purpose. The council has been over to look at our flat but said there was nothing they could do and we’ve had countless meetings with Friday Hill TMO, the trust has completely broken down.

“It’s like we’re banging our heads against a brick wall, you rely on councils and housing companies to do their jobs but they’ve just fobbed us off with excuses.

“No-one wants to help and in the mean time, my wife and I are running the gauntlet. We could have a serious problem before long. Next time they could kill us.”

Cllr Louise Mitchell, cabinet member for housing at Waltham Forest Council, said: “The council is aware of complaints from Mr. Jones, one of which has completed the council’s complaints procedure and is now the subject of an investigation by the Housing Ombudsman Service.

“It would not be appropriate to comment on this complaint further until the Ombudsman issues a decision. We have responded to the second and advised Mr. Jones on his rights of escalation if he is not satisfied.

“We work closely with Friday Hill Tenant Management Organisation and the local police to investigate any allegations of anti-social behaviour.

“The residents of TMOs in Waltham Forest can expect to receive the same high housing standards as they would in a council property, in line with our priority to provide a decent roof over all our residents’ heads.”

Iain Duncan Smith, MP for Chingford and Woodford Green, confirmed Mr Jones contacted his office in early 2018.

He added: “During 2018, I’ve written to and been in contact with the local council, Friday Hill TMO and the Local Government Ombudsman Service on Mr and Mrs Jones’ behalf. Following the completion of the council’s complaints procedure, this is now the subject of an investigation by the Local Government Ombudsman Service, which I have chased up for guidance regarding a decision.

“I will continue to monitor the situation and contact Mr and Mrs Jones as soon as I receive any updates. In the meantime, I have offered a surgery appointment to see if there is any alternative assistance I can offer.”

Friday Hill Tenancy Management Organisation did not respond to a request for comment.
