An Ilford lane takeaway that was refused permission to open later hopes to do a “trial run” this weekend to prove there would be no problems.

Bim’s, in Ilford Lane, asked Redbridge Council’s licensing sub-committee on July 24 for permission to stay open until midnight from Sunday to Thursday and 1am on Friday and Saturday.

After this was refused, owner Karim Zigheche submitted a “temporary event notice” for this weekend (September 18 to 20) allowing it to open until these hours on a one-off basis.

Licensing lawyer David Dadds told members of the council’s licensing committee the business wanted an “opportunity” to prove it could open later without impacting the local area.

He said: “This is a very, very professional business. You could not distinguish this restaurant, in my opinion, from a McDonald’s or a KFC, it’s a very high standard.

“(Ilford Lane) is a busy road, it’s not a leafy suburb, it’s an extension of the town. The hours we are asking for are not unreasonable.”

In the meeting in July, residents said BIM’s had caused issues with littering, anti-social behaviour and nuisance, which they warned would get worse if it was allowed to open later.

Mr Dadds told the committee these issues have been addressed through litter bins and patrols, a member of staff dispersing customers at the door and staff refusing to serve anyone parked inappropriately.

He added: “I went and visited the premises unannounced and these things were there and actually it was all clean and tidy outside.”

Senior enforcement officer Rav Sappal praised the business for the steps it has taken but insisted there would still be a “detrimental effect on the local area” if later hours were allowed to go ahead this weekend.

He told the committee that customers and delivery drivers visiting the business often parked on the pavement and that there had been 10 noise complaints from residents living opposite in the past three months.

The licensing committee will now decide whether to allow the event to go ahead or issue a counter notice.
