New data shows which London councils handed out the most fines last year.

Hackney Council issued the most fines for antisocial public behaviour overall, handing out more than 44,500, almost all of them for violating its new Low Traffic Neighbourhoods (LTNs).

Newham and Redbridge issued by far the most fines for breaking lockdown, handing out 242 and 137 respectively, while most other boroughs issued less than 50.

The figures were revealed by Freedom of Information requests submitted to all London councils, although Croydon and Harrow failed to respond and Hillingdon responded only partially.

The graph below shows how Waltham Forest, Redbridge and Havering compare to the seven boroughs that issued the most fines in London.

Lambeth topped the leaderboard for littering fines, doling out 13,531 - nearly double the amount handed out by second-most prolific Redbridge, which was 7,644.

Of the boroughs that responded, 18 LTNs last year and collectively issued 221,518 fines to drivers.

Redbridge Council briefly introduced Low Traffic Neighbourhoods, which it referred to as Quiet Streets, before scrapping them a month later due to opposition from residents.

Waltham Forest Council meanwhile introduced London’s first LTN, which it called its Mini-Holland scheme, in 2014 and did not record issuing any fines last year.

The Freedom of Information requests were submitted by the Manifesto Club, which opposes the “erosion of public freedoms” through what it deems overreaching police and council enforcement.
